Responsibilities:

Oversees and manages information security program implementation within the organization orother area of responsibility.

Manages strategy, personnel, infrastructure, policy enforcement, emergency planning, security awareness, and/or other resources. Acquire and manage the necessary resources, including leadership support, financial resources, and key security personnel, to support information technology (IT) security goals, and reduce overall organizational risk.Required skills and experience:

Minimum five years of experience with the DoD Cybersecurity Authorization & Accreditation processes and tools (to include RMF and eMASS)Minimum five years of Cybersecurity system auditing and monitoring experience (to include Inspector General inspection and Command Cyber Readiness Inspection criteria)Experience with the Navy's ACAS system and Navy's VRAMSecret ClearanceDesired Skills:

Experience with DoD or DoN cybersecurity policies and proceduresExperience managing DoD Cybersecurity Program requirements and deliverablesKnowledge of HBSS, Firewall, IDS, and IPSMastery of the skillset required for the support of distributed web based applications using .NET (current approved Navy series) and Java technologiesExperience leading and designing SOA based application development effortsExperience in leveraging object relational mapping technologies such as LINQ to SQL or ADO.NET Entity Framework to automate DAL developmentExperience in Navy Security requirements implementation and their impacts to overall software architectureExperience in using heterogeneous identity management and PKI infrastructure and the proven experience to apply these technologies to a given software architectureExperience with all phases of BI development process, including domain analysis, extraction, transformation and load tools, Kimball Method data warehouse design, OLAP cube development and managementExperience with the Microsoft SQL server (current approved Navy version) stack includingMS SQL, SQL SSIS, SQL SSAS, and SQL SSRSExperience with Very Large Database deployment and management, including partitioning strategies and disaster recovery planning.Experience with Test-Driven Development, Unit Testing and techniques, and rigorous Configuration Management (CM) processesExperience in analyzing system specifications and requirements to derive approaches for implementation of programs for systems sustainment and application/STIG complianceKnowledge of DoD and DoN Cybersecurity (formerly IA) Policy, and DISA STIGs for application and database developmentUnderstanding of configuration and administration of Microsoft Office SharePoint Services, Microsoft IIS and the .NET Framework, including Integrated Windows Authentication, Kerberos and Directory Services Authentication, PKI and SSL troubleshootingExperience in mapping software requirements to relational database design including normalization and de-normalization is required.Experience in Object Relational Mapping technologies such as Entity Framework is required. Experience with AJAX and JQuery is desirableExperience with MVC and/or ReST applications design is desirableExperience related to the development to support and sustain web-based applications using C#, .NET and JavaScript is requiredExperience directly related to the development of applications with MS SQL server as a backend data store
