Under direction, with wide latitude for independent judgment and decision making, engages in detailed and complex legal work having significant procedural or policy consequences, including the following:

- Assisting with the environmental review process for Department actions, and ensuring that Department actions meet City Environmental Quality Review (CEQR) and State Environmental Quality Review Act (SEQRA) requirements, including environmental reviews for DSNY capital projects and for DSNY rules and City Council statutes impacting DSNY operations;- Providing legal advice to the Department staff on all aspects of environmental laws as they apply to the Department, including the Clean Air Act, Clean Water Act, RCRA and State laws and rules governing the handling of solid waste;- Working with the Law Department on compliance issues and environmental litigation challenges to Department actions;- Drafting detailed responses to inquiries and draft orders from the NYS Department of Environmental Conservation (DEC) and submitting information requested by DEC;- Drafting, reviewing and advising on procurements (both RFP’s and bids) initiated by the Department, including for construction contracts,

emergency contracts, requirements contracts and contracts for environmental services; and- Assisting with responses to discrimination claims filed with city, state or federal human rights agencies including the federal EEOC, the New York State Division of Human Rights and the NYC Commission on Human Rights.

Minimum Qualifications1. Admission to the New York State Bar; and either "2" or "3" below.2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or3. Six months of satisfactory service as an Agency Attorney Interne (30086).Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.In addition to meeting the minimum Qualification Requirements:To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
