Position Information: Salary Range: $81,000 - $83,000 annually (DOE) Work Schedule: Monday – Friday (9:00am – 6:00pm) Apartment Unit: This position does not come with a comped apartment unit. Exempt Job Summary: Under the supervision of the Regional Manager, the Area Manager is responsible for all operations of multiple apartment communities overseeing Community Director’s and their staff. The Area Manager will focus on achieving company objectives and operating within budget, with the primary objectives of increasing net operating income of each community, maintaining the physical asset, providing a quality living environment for residents, and establishing a positive, productive working relationship with the community team members. The position requires supervisory responsibility for several employees, including hiring, performance counseling, weekly status updates, and community visits.

Ensure housing compliance at each community is maintained with all applicable regulatory, federal and state agency requirements including, but not limited to, HUD Multifamily programs, HOME, and Bond. Ensure site teams processes and completes annual and interim HUD recertification’s on schedule and in compliance with all regulatory requirements. Assist Regional Manager in preparation for MOR audits and achieve a minimum of a satisfactory score or above. Support quality control by ensuring staff is recording accurate data in Onesite, including waitlist applicants and properly assigns units in the order provided by the TSP. Ensure all transactions are accurately completed in Onesite using GK policy and procedures. Responsible for ensuring all communities maintain 3 approved Hopper files per apartment size. Responds to resident complaints in a timely manner and provides problem resolutions. Verify compliance with lease files, accurate completion of applications, income verifications, asset verifications, and other related paperwork. Consistently inspect community and assess condition, including market window, units, common areas, leasing office and grounds. Ensure sites are clean and well maintained. Inspect for any potential liability and immediately report. Complete monthly property inspection report on time and submit to Regional Manager. Ensure sites perform annual unit inspections 60-90 days after effective date of annual recertification and repair deficiencies in a timely manner. Ensures the property is maintained physically to meet the standards set by REAC, HUD, GK Management, federal, and state agencies. Ensure site completes Periodic Assessment’s 60-90 days after effective date of annual recertification. Ensure sites respond to all reasonable accommodations in accordance to GK policy. Guide site staff to serve as community representative for all court proceedings including evictions and small claims cases. Monitor and implement rent increases, utility changes, and HAP contract renewals on time. Oversee rent collection and expense control. Monitor and support monthly collection of resident rent and HAP payments. Maintain delinquency less than 1% at all sites. Responsible to ensure performance of safety and risk management functions are being performed onsite at all communities including “evening” lighting audits. Promote a positive, growth-oriented environment for team members. Maintain high occupancy level through effective team motivation, keeping informed of market conditions, understanding competitive pricing, monitoring waiting list compliance with all applicable regulations and GK policy. Provide written responses in a professional timely manner. Effectively communicate company objectives to staff through monthly training and delegation Follow up with team members to ensure all objectives are met. Work with Regional Manager to analyze financial reports, monitor vacancy turn around reports, EIV, and participate in the preparation of annual budgets. Monitor community compliance with all Fair Housing regulations and compliance with local ordinance and laws as they relate to company or community specific guidelines in occupancy standards, demonstrating at all times firm, fair, and consistent administration of all legal and company policies and practices. Ensure staff members participate in company-provided training such as fair housing, safety, non-discrimination and harassment prevention. Perform other duties as assigned. Knowledge, Skills and Abilities: Knowledge of organizational and community policies and procedures. Ability to apply policies and procedures to solve everyday issues. Knowledge of Fair Housing, Tenant Landlord laws, and HUD policies. Ability to work with people of diverse social, economic, ethnic backgrounds, and remain sensitive to issues facing veterans, homeless, disabled, elderly, family, and other diverse populations. Proven professional verbal and written communication skills. Create, compose, and edit written materials. Effectively present information to employees, residents, and corporate personal. Minimum Qualifications Required: Bachelor Degree in Business or related field highly preferred. Experienced and knowledgeable of HUD policy in regards to Section 8 Multi-Family Housing. Knowledge of the HUD Enterprise Income Verification System (EIV). Minimum 3 years/community management experience at the Community Manager level. Previous experience must include responsibilities for property operations, budgets and staff supervision. Certifications: Certified Professional of Occupancy (CPO) and/or Certified Occupancy Specialist (COS) preferred. Property Management Certification a plus. Computer Skills: Require knowledge of computer systems and applications. Demonstrate proficiency in the use of the Internet and Internet searches. Requires intermediate knowledge of Onesite, Microsoft Word, Microsoft Excel, Microsoft Outlook and UltiPro. Must have prior property management software and EIV knowledge. Requires intermediate typing skills. Ability to use telephone voicemail, fax, and copy machine. Physical Requirements: Requires mobility and walking to several different locations including walking up/down staircases, bending, stooping and stretching. May require the ability to lift up to 10 pounds. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment. Requires normal range of hearing and eyesight to record, prepare and communicate appropriate reports. Working Conditions: Normal office environment. Incumbents must be able to physically access all exterior and interior parts of the community and amenities. Periodic exposure to outside elements where temperature, weather, odors and/or landscape may be unpleasant and/or hazardous. Work schedules may vary based on demand.
