Job Description

Provides transportation services to a variety of County and service area citizens, including the elderly and general public, utilizing demand response services by appointment. Starting salary is $15.73 per hour or DOQ

An employee in this class drives and operates a multi-passenger vehicle on assigned routes based on reservations to transport passengers to and from their homes to medical appointments, nutrition centers, grocery/drug stores, county agencies, airports, and other designated locations. Work includes driving and operating transit vehicles on an assigned route schedule that may vary on a daily basis; performing pre- and post-trip vehicle inspections to identify damaged or defective equipment; assisting elderly, disabled and citizens to and from medical appointments, employers, county agencies, businesses, community college, and other designated locations; safely operating wheelchair lift and tie downs; enforcing rules of operation and conduct to ensure safety of the passengers; performing minor vehicle maintenance; and collecting fares. Work also involves completing and maintaining daily records, logs and reports including vehicle inspection reports, fuel logs, arrival and departure time documentation, fare collection reports and mileage logs. Work requires a special understanding of the needs and behavior of clients served. The work subjects the employee to environmental conditions, such as fumes and gases, inside and outside. Duties may expose the employee to human body fluids; thus, the work is subject to OSHA requirements on blood-borne pathogens.Examples of Job Duties

Drives vehicles on assigned schedule and route that may vary on a daily basis to transport passengers to and from destination.Drives and operates multi-passenger vehicles safely through traffic on assigned routes in accordance with traffic laws and departmental regulations to transport passengers to and from destinations including out-of-county trips.Operates the disability wheelchair lifts to assist handicapped individuals in boarding, riding and exiting in a safe manner; secures wheelchairs, seatbelts and mobility devices on the vehicle.Uses some discretion to determine order of passenger pick-up and delivery.Contacts dispatcher regarding circumstances that may affect service such as heavy traffic, road hazards, road obstructions and various emergencies.Monitors and reports status and needs of the vehicles for maintenance and safe operation.Maintains first aid supplies and fire suppression equipment on the vehicles.Records mileage, number of passengers, times, and other required information on forms.Collects and keeps account of fares; turn in receipt book and monies daily to Transit Operations Supervisor.Assists passengers with seat belts, getting in and out of vehicles as needed and required; operates wheelchair lifts.Ensures the vehicle is clean and free of litter.Checks vehicle prior to initial trip and at end of each day. Refuels vehicle at end of day; washes van as needed.

Knowledge, Skills, and Abilities

Working knowledge of the geographical layout of the County and surrounding counties.Working knowledge of safe and efficient operation of vehicles.Ability to work effectively with special populations.Ability to maintain and keep accurate records and reports.Ability to communicate effectively in both oral and written forms.Ability to deal with the public in a professional and courteous manner.Ability to read and understand written materials (training materials, departmental rules, DMV Handbook, etc.).Ability to understand and carry out oral and written instructions.Ability to accurately complete and maintain departmental various forms and records including incident reports and route sheets.Ability to read, interpret and respond to traffic signs and signals.Ability to establish and maintain effective working relationships with supervisors, coworkers, customers and the general public.Willingness to work a flexible and irregular schedule and to assist on a variety of established routes that may vary on a daily basis.

Qualifications

Any combination of education and experience equivalent to a High School Diploma. Must have a clean three-year driving record and be able to work a flexible schedule.Monday-Friday with varying hours.

Must be at least 21 years old.Ability to be certified in CPR within 6 months

All offers of employment are conditional upon successful clearance of pre-employment drug testing, background check including Motor Vehicle Record.

Continued employment is subject to Federal Transit Administration (FTA) and NC Department of Transportation regulations for transit drivers.

This classification is considered safety-sensitive and is subject to random drug and alcohol testing and background checks.

COUNTY BENEFITS (Full-time Employees)

Employees accrue sick and vacation time each paycheck.

Stanly County observes twelve (12) holidays. New Year's Day, Martin Luther King Jr. Birthday, Good Friday, Memorial Day, Independence Day, Labor Day, Veteran's Day, Thanksgiving (Thursday and Friday), Christmas (3 days).

Employees receive one (1) personal day per year.

INSURANCE BENEFITS :Stanly County provides health & vision insurance with Blue Cross and Blue Shield of North Carolina. Our plan is a PPO, 80/20, with a $1000 deductible. Teledoc is offered through our insurance for a $10 co-pay per visit. Primary care visit is a $40 co-payment. Specialist is $50 co-pay. One free eye exam per year. The insurance coverage is FREE to full-time employees.

Dental Coverage is with Guardian dental insurance and is FREE to full-time employees.

Other volunteer insurance benefits include: Flexible Spending Program, Life Insurance, Cancer, Accident, and Disability policies.

Stanly County offers an employee health clinic. Our on-site Advance Practice Provider will see employees and dependents covered on our county insurance plan free of charge. This service does not replace your primary healthcare providers but augments their care.

As a wellness benefit, employees have the option of joining the Stanly County YMCA. The County will pay half of the employee's membership.

Employee Assistant Program is offered through Atrium Health. Each employee will receive up to six (6) free sessions on a rolling year. Dependent children and/or spouse may also use the sessions.

RETIREMENT :Stanly County Employees will be a member of the N. C. Local Government Employees' Retirement System. Stanly County is required to withhold six percent (6%) from each paycheck and deposit it into the retirement system. The County also contributes to the plan. You are vested at five years as a contributing member. After one year of contributing membership in the system, a death benefit is available if you die while still in active service or within 180 days of your last day of service.

NC 401(k) (Supplemental Retirement Plan):Employees can contribute to the Empower 401(k) plan upon hire. If the employee contributes at least one percent (1%), Stanly County will match one percent (1%).Additionally, employees may make additional contributions through the following options: 457 Deferred Compensation Plan and Roth Plan Option.
