Under administrative direction, plan, direct, organize and administer services in multiple divisions within the General Services Department; responsible for providing delivery of the following primary service units: Capital Project Execution, Real Estate Services and Administration, Parking Services, and Fleet Management.Plans, directs, organizes, administers the development and delivery of department services including but not limited to Capital Project Execution, Real Estate Services and Administration, Parking Services, and Fleet Management.The supervision of the execution and performance of all contracts for new and existing City-owned buildings capital improvement projects, except those prepared under the authority of the School Board or the Department of Public Utilities.The administration of studies, designs, construction, fit-out and occupancy associated with new and existing city-owned buildings capital improvement projects, except those prepared under the authority of the School Board or the Department of Public Utilities, and other development projects as directed.The management of warehouse inventory control systems and storerooms.The capital management planning and maintenance of all city-owned buildings, parking decks and the maintenance of the capital infrastructure for the city's vehicle fleet, except those under the authority of the School Board or the Department of Public Utilities.The provision of Virginia Energy Purchasing Governmental Association (VEPGA) contract, capital planning for mechanical, electrical and plumbing maintenance, heat, light and janitorial and other services for buildings owned or leased by the city, except those under the jurisdiction of the School Board.The provision of real estate administration of acquisition, rehabilitation, or demolition of city-owned real property.The provision of management of brownfield cleanup of city-owned property; andSuch other powers and duties as may be assigned.Develop and implement departmental quality control and quality improvement programs and initiatives; analyze and monitor performance indicators; recommend process improvements to ensure operational effectiveness and superior customer service.Develop operational policies and procedures; analyze and interpret existing and proposed federal, state, and local legislation, policies, procedures, and other directives to determine impact on operations.Develop and maintain cooperative and collaborative working relationships with federal, state and city officials, other counties, community groups, and the public.Attend meetings and conferences and participate on committees and task forces pertaining to issues impacting the department.Select and direct the work of subordinates and other department employees.Directs the preparation and management of the department's budget.Confers with department heads and city leadership relative to construction programs, buildings maintenance, automotive maintenance, and property management.Directs the operations of the city’s fleet and the operation of the maintenance facility.Analyzes bids and makes recommendations for acceptance.Drafts, negotiates, and executes contracts with vendors.Drafts policy/reviews of new legislation and advises City Administration of developments and changes.Bachelor's degree in business or public administration, engineering, facilities maintenance/management, or a related field.Ten years of progressively responsible related experience that includes significant management and supervisory experience.A master’s degree in a field directly related to assignment is preferred.An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.Degree in engineering or capital project management preferred.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES :

Extensive knowledge of theories and practices of sound public administration with emphasis in one or more of the following fields: construction management, buildings and grounds management, automotive maintenance, and facility energy management. Ability to manage large scale projects; to coordinate and direct various types of support services needed by departments; to prioritize, plan, organize and direct the work of employees in specialized/technical areas and actively engage a wide range of stakeholders; to communicate effectively orally and in writing; to utilize a personal computer and other standard office equipment; to supervise, train, and evaluate the work of management, supervisory, professional, technical and other staff. Ability to be on-site managing department activities during times of inclement weather and/or natural disaster.ENVIRONMENTAL HAZARDS:

Working conditions may include exposure to travel to other locations within the City of Richmond as well as outside of the City of Richmond; exposure to hazardous physical conditions such as mechanical parts, electrical currents, vibrations, etc.; atmospheric conditions such as fumes, odors, dusts, gases, and poor ventilation; inadequate lighting; intense noise; and environmental hazards such as disruptive people, imminent danger, and a threatening environment.PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:

Due to the nature of work assignments, incumbents must be able to perform detailed work on multiple, concurrent tasks, with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to regularly talk, hear, see, and perform repetitive motions; frequently reach, stand, walk, finger, and grasp; and occasionally climb, balance, stoop, kneel, crouch, crawl, push, pull, lift, and feel. The working conditions may include environmental hazards. In terms of the physical strength to perform the essential duties, this classification is sedentary, exerting up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects.
