Summary

The Project Engineer directs, monitors, and controls the engineering, design and procurement phases of new generation projects, new transmission projects and conventional facility modifications. They are involved in and contribute at all levels daily during construction to ensure the cost and project scope are under control. The Project Engineer is responsible for, and monitors, the work performed by consultants and other external resources.

#LI-AS1Responsibilities

Responsible for Project Management for all stages of the project lifecycle from initiation through close out for highly complex projects and/or programs and ensuring deliverables are received incompliance with schedule. Should be able to work independently with minimal support from the Project Manager.Oversee and coordinate all in-house as well as external resources for all activities related to the project.Ensure applicable licensing, environmental, permitting, safety, code compliance, construction, and requirements/input of all project stakeholders is incorporated into the project especially during initiation through design phase of the project.Review and contribute to all project documentation including drawings, technical specifications, assessment reports, asset and risk registry, budgets, forecasts, invoices, schedules, variances, etc. for the project.Develop bid documents, evaluate bid proposals, and make award recommendationsPrepare Trustee Items, capital funding requests, and project annual budgetsPartner with Construction Engineers in developing contract change orders, preparing invoices and coordinating construction sequencing and site outages, coordinate all field and design changes.Demonstrate understanding of core business operations, applicable tariffs, regulatory compliance requirements and their impact to/from projects.Support and provide mentorship and guidance to lower-level project engineersComply with and master understanding of, with the ability to teach downward/outward, NYPA's Project Management, Governance, and Expenditure Authorization Procedure's.

Knowledge, Skills and Abilities

Working knowledge of related disciplines and understanding of the effects on the Authority and its customers.Awareness of changes and advancements in the industry and develop industry-wide expertise.Understanding of how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.Familiar with NYPA's budgets, costs, and policies.Excellent presentation and interpersonal skills.Strong negotiating skills.Strong problem-solving skills.Demonstrated ability to handle a project from start to finish, with guidance of Senior Project Engineers and Project Manager.

Education, Experience and Certifications

Bachelor Degree in Civil, Mechanical, Electrical Engineering, or related field.Minimum of 6total years experience including a minimum of 4in Project, Construction, or Engineering Management and 2 years technical, engineering, or utility sector experience.New York State EIT certification preferred.Project Management Professional certification preferred or ability to obtain within 1 years.Design Build Institute of America certification preferred or ability to obtain within 2 years.Physical Requirements

Approximately 25% travel primarily within NY StateWillingness to enter confined spaces and climb/scale power system apparatuses is required.Ability to travel to vendor facilities (worldwide) to support construction activities and to inspect equipment fabrication and commissioning for length of time needed.

The target salary range for this position is: $110,620.00 - $152,090.00.
