The Northeast States for Coordinated Air Use Management (NESCAUM) seeks candidates for a full-time position to provide technical, policy, research, and program management support for NESCAUM’s Building Electrification Initiative.About NESCAUM

Headquartered in Boston, NESCAUM is the nonprofit association of state air quality agencies in New England, New Jersey and New York. NESCAUM’s mission is to provide scientific, technical, analytical, and policy support to state air quality and climate programs in the Northeast. To accomplish this, NESCAUM participates in regional and national dialogues, conducts research, helps create regional policy solutions to shared problems, facilitates information sharing, and sponsors training programs. NESCAUM’s activities are governed by a Board of Directors composed of the lead air quality officials in its eight member states. NESCAUM has a staff of approximately twenty professionals.NESCAUM’s Building Electrification Initiative (BEI) provides technical and policy support to help state air and climate offices tackle emissions from the building sector. The goal of the initiative is to build state capacity to address greenhouse (GHG) and criteria air pollutant emissions from buildings through convening, information-sharing, research and analysis, and policy development. BEI is a national effort and currently includes 13 states from the Northeast, Mid-Atlantic, and West, with potential to expand to additional states.Location

The position can be performed remotely from a state in the NESCAUM region or based in downtown Boston, Massachusetts. The NESCAUM office is located near South Station and is easily accessible via public transportation.Responsibilities and Activities

Research and track state and federal policy, regulatory proceedings, and programs related to building decarbonization (e.g., zero-emission standards for HVACs and water heaters, clean heat standards) and related issues (e.g., equity, affordability, grid impacts, gas transition);Support planning and facilitation for online and in-person meetings of state officials, including bi-weekly meetings of NESCAUM’s BEI Task Force;Assist in researching and writing studies pertaining to emissions reduction potential, air pollution and health impacts, cost and market impacts of building electrification; and funding mechanisms to support a transition to zero-emission buildings;Support development of model rules and policies related to building electrification;Help to maintain an online resource library for states;Coordinate stakeholder engagement processes for the initiative, including support for the BEI’s Environmental Justice Advisory Group;Analyze data gathered as part of NESCAUM’s research projects;Create data visualizations to make complex data accessible to a non-technical audience;Learn to use publicly available climate and building data and modeling tools developed by the U.S. Department of Energy, the U.S. Environmental Protection Agency, NGOs, and others;Coordinate with staff from state and federal agencies, the private sector, industry experts and environmental advocacy organizations; andRepresent NESCAUM at meetings and conferences. Some travel is required.Required Qualifications

Applicants should have strong research and project management skills and be highly organized, detailed-oriented, and capable of managing multiple assignments. Applicants should also have strong oral and written communication skills to explain complex technical and policy information in a clear and understandable way.Specific requirements include:Two years of work experience related to policy, research, or data analysis preferred;Experience with the use of Excel in data analysis;Strong analytical, writing, communication, and research skills;Excellent organizational skills and attention to detail; andU.S. citizen or legal permanent resident of the United States.Diversity and Inclusion

Salary range is $60,000 to $80,000 depending on relevant experience. Several years of work experience or a graduate degree related to climate or energy policy would start near the top of the range.
