SUMMARY:Seeking a manager of talent acquisition/recruiting to plan, develop, and direct the recruitment process. This is a hands-on senior position with 3 direct reports and requires an individual who has a solid understanding of hiring and HR compliance within the Federal Government Contracting arena, preferably with a small to mid-sized business. The candidate must have the ability to interact with all levels of managerial staff, understand the current and future workforce needs, and determine the strategic direction and objectives of the recruitment department. The manager of talent acquisition/recruiting evaluates the recruiting function, strategies and procedures, and finds opportunities for improvement. Although the position is responsible for some human resources functions the primary focus of this position is managing the recruiting of all levels of staff. Employee benefits and the human resources payroll interface are handled by a separate department.DUTIES AND RESPONSIBILITIES:Develop and manage a full cycle recruiting processManage the annual employee performance review processManage, on a hands-on basis, the employee progressive disciplinary process including the interface with outside counsel when necessaryImprove our recruiting practicesManage two full-time recruiter and one junior professional/administrative staffUnderstand that filling positions quickly with high quality candidates is a critical function for the company and drive that processLeverage multiple sourcing strategies and channels including external network, job boards, networking events, and internal referrals to provide high quality candidates for open positionsCollaborate with hiring managers to understand their hiring needs and goalsProvide insight to hiring managers regarding salary expectations for hiring needsPrepare screening questions for requirementsIndividually and as a manager, screen resumes, interview qualified candidates, evaluate skill level, reference checks, and make salary recommendationsIndividually or as a manager, conduct phone and/or preliminary interviewsOversee and/or schedule interviews for hiring managersPrepare employment offer lettersInterface with the employee benefits department to coordinate onboarding of new staffDevelop and maintain strong internal customer and candidate relationshipsMaintain applicant tracking system with accurate and well-ordered documentation on all candidates and candidate sourcingComply with all federal and state laws and company policies regarding recruitment and selection processes, and termination practicesAttend weekly meetings designed to update status of open positionsMaintain and distribute relevant data regarding all recruiting and other HR activitiesPerform other duties as assignedMINIMUM QUALIFICATIONS:10+ years of technical recruiting experience5 years of managing HR or recruiting staffAA in Human Resources or related field (BS preferred)Experience in government contracting and government contract recruitingIn depth knowledge of federal HR complianceATS experience (ISolved preferred)Excellent relationship building and client services focusedHighly organized and detail orientedFlexible, versatile, and works well under pressureStrong sense of urgency and ability to prioritizeAbility to readily adapt to changing requirementsHendall Inc. is an Equal Opportunity Employer.
