PLAN REVIEW SPECIALIST

The purpose of this position is to review construction building plans for compliance with local, state, and federal building codes and to process related permits.Receives, reviews, and analyzes residential, commercial, and development building site and construction plans, survey plats, and final plats submitted for permit to determine compliance with local, state, and federal codes, ordinances, and construction standards; reviews and analyzes code compliance in regards to architectural, structural, mechanical, electrical, plumbing, and energy conservation and related systems and components; receives applications and coordinates plan reviews for small additions, minor alterations, and repairs or existing structures; approves or rejects construction plans as appropriate; calculates related fees; forwards approved plans to appropriate parties; and maintains related documentation.Provides information and technical assistance concerning code requirements; facilitates due diligence meetings; conducts site visits; discusses problem areas with property owners and contractors; makes safety suggestions and recommends solutions to problems; and responds to questions or complaints concerning building codes or code violations.Interprets, administers, and enforces the provisions of applicable local, state, and federal building and development codes; research code-related issues in code books as needed; and initiates any actions necessary to correct deviations or violations.Processes applications for streetlight districts; receives and reviews applications from Community Improvement Districts (CID) and new developments; reviews applications and plans to ensure compliance with established local, state, and federal standards; drafts related documents, legal agreements, and agenda items for Board of Commissioners; and provides advice and direction to resolve issues and problems; and maintains related documentation.Processes a variety of documentation associated with department/division operations, within designated timeframes, and per established procedures; receives and reviews various documentation; reviews, completes, processes, forwards, or retains as appropriate; prepares or completes various forms, reports, correspondence, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.Operates a personal computer to enter, retrieve, review, or modify data, utilizing word processing, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.Communicates with County officials, supervisor, other County employees, contractors, property owners, business owners, architects, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.Reviews erosion, sedimentation, and pollution control plans. Reviews documents and performs field investigations relative to Erosion and Sediment Control for land disturbance-related projects. Delineates state water determinations and buffer requirements.Directs and trains other Erosion and Sedimentation Control Inspectors.Performs other related duties as assigned.Education and Experience:Requires a High School diploma or equivalent and five (5) years of related experience in residential or commercial building inspections or site plan review, or equivalent combination of education and experience. Associate’s degree preferred.Licenses or Certifications:Must possess and maintain a valid Georgia driver’s license. Must possess and maintain Plans Examiner certification from International Code Council and Level II Plan Reviewer certification from the Georgia Soil & Water Conservation Commission.Special Requirements:None.Knowledge, Skills and Abilities:Knowledge of local government operations, Building/Plan Review related programs, policies and plans, and modern office practices and procedures.Knowledge of Microsoft Word, Excel, PowerPoint, and other similar programs.Skill in the use of computers and software applications related to the essential functions of the job.Skill in effective communication, both verbally and in writing.Ability to meet and deal with employees and the public in an effective and courteous manner.Ability to get along with others, and work effectively with the public and co-workers.Ability to work flexible hours, including evening meetings.Ability to multi-task and work within deadlines.Ability to deal with confidential and sensitive matters.Ability to use computers for data entry, word processing, and accounting purposes.Ability to operate a copying machine.PHYSICAL DEMANDSThe work is light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires mental acuity including the ability to make rational decisions through sound logic and deductive processes, the ability to express ideas by means of the spoken word and have close visual acuity.WORK ENVIRONMENTWork is performed in a relatively safe, and secure work environment.
