The City of Oxnard's Housing Department is seeking a

Housing Program Supervisor

for the Section 8 Department with strong organizational and customer service skills to be part of our team.WHAT YOU'LL DO:

Plans, coordinates, administers and directs major functions of the Housing Choice Voucher Program including new admissions, eligibility, inspections, new leases, reexaminations, and terminations.Monitors changes in laws, federal regulations, and technology that may affect program operations; assists in the implementation of policy and procedural changes as required; informs and educates staff regarding changes.Performs referrals for housing and program participants to outside agencies and family support services.Represents the Housing Department with community groups, develops and makes presentationsProvides information to program participants regarding Housing Department policies and regulations, and handles and resolves complaints, disputes and community related problems.Reviews and approves contracts and rental agreements between private resident owners and tenants participating in the Section 8 Housing Program; assists in mediation of contracts; inspects and works closely with Housing Inspectors to determine residential needsParticipates in federal, state and local agency grant applications for a variety of housing program fundingReviews, approves, or recommends approval of employee work schedules, time cards, requests for vacation, sick leave, overtime, and leaves of absenceCollects input and makes recommendations for the standardization of procedures and methods to improve and continuously monitor the efficiency and effectiveness of assigned program service delivery methods; compiles data for the assessment, quality control, and monitoring of workload and administrative support systems; identifies opportunities for improvement and makes recommendations.Participates in the selection and training of personnel; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates discipline procedures as is appropriate.Leads the Housing Choice Voucher program implementation of a current effort to improve process efficiency, customer service and client relations with participants, stakeholders and landlords.Maintains program’s integrity; investigates possible program violations; prepares cases and represents the Housing Authority in informal hearings;

monitors repayment agreements or other conditions of continuing assistance which result from program integrity activities.Payroll/Classification Title:

This classification is distinguished from the Administrative Services Analyst, Senior in that it provides staff supervision, oversees a major financial function or administrative program having city-wide impact, or performs complex analysis and/or program administration, serving as a designated subject matter expert.SUPERVISION EXERCISED / SUPERVISION RECEIVED:

Incumbents may supervise professional, paraprofessional and support level staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures, or may serve as lead workers assigning and monitoring work completion. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or inconsideration of risk management.WORK SCHEDULE:

The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am-5:00pm. This position may be required to work additional hours in response to peaks in workloads and changes in department needs.(This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.)Provides program, project or functional oversight in assigned areaMonitors, guides and ensures compliance with applicable policies, procedures, processes, standards and regulations.Serves as a liaison and advisor with internal departments, agencies, and other external organizations, groups and/or representatives; responds to inquiries and requests; manages escalated issues; reviews, recommends and implements solutions to issues.Recommends, develops and implements policies, procedures and/or processes related to assigned projects, functions and/or programs. Prepares, reviews and maintains a variety of reports, correspondence, forecasts, contracts and/or related fiscal or administrative documentation.Participates in the development, implementation, monitoring and evaluation of assigned division, program, and/or project budgets and expenditures.Performs other duties of a similar nature and level as assigned.POSITION SPECIFIC RESPONSIBILITIES MIGHT INCLUDE:Positions assigned to housing may be responsible for:Providing program oversight and supervision for City housing authority programs and/or housing units;Ensuring that laws, rules and regulations are implemented;Reviewing and approving staff work;Performing compliance review of contracts;Monitoring budgets;The following are the minimum qualifications necessary for entry into the classification:EDUCATION:Bachelor’s degree in business administration, finance, accounting or related fieldEXPERIENCE :
