Job Description:

ECS is seeking a qualified Computer Systems Analyst (Senior) to support transformative science and technology solutions for the Department of Energy.

Senior Computer Systems Analyst will enable capabilities, configurations and data sources that unlock impactful business use-cases. Identify and lead several projects from ambiguous business problem to detailed, quality requirements that deliver, enhance, and maintain new and existing capability and exceptional customer experiences. Partner with business stakeholders and be known as a proactive partner who can confidently deliver measurable solutions that enable key business goals. Ensure that high quality data is going in, being used appropriately, and producing measurable results. This role works collaboratively with cross-functional teams to deliver solutions effortlessly. Specialist will possess key knowledge of Atlassian products including, but not limited to JIRA Service Manager, Confluence, Zephyr, and all related products.

Daily activities include:

Provide technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules. Coordinate with the Project and/or Program Manager to ensure problem solution and user satisfaction. Make recommendations, if needed, for approval of major systems installations. Prepare milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives. Provide daily supervision and direction to support staff.

Required Skills:

Master's Degree in a related field AND four years of related work experience.OR

Bachelor's Degree in a related field AND six years of related work experience.OR

Ten years of related work experienceMust be eligible to obtain and maintain a Top Secret or DOE Q clearance throughout the life of the contract.Must be a US Citizen per contract.Must currently live in Morgantown, WV or willing to relocate.Ability to work independently and as part of a team.Candidate must have approximately 10 or more years of experience with computer systems analysis and 1 year of Configuration Management (CM) experience including: establishing and controlling the CM Audits, CM Library, Configuration Items (CIs), and baselines.Experience with administering and developing software team solutions on Atlassian tools.Experience with Java, JavaScript, Groovy script, SQL, JQuery, HTML/XHTML/CSS, REST APIsExperience with other similar tools like ServiceNow and TableauAdvanced understanding of JIRA workflows, permission schemes, notification schemes, screens schemes, etc.Ability to adapt quickly to an existing, complex environment.Desired Skills:

Active Top Secret or DOE Q Clearance with the ability to maintain clearance throughout the life of the contract.Two or more years experience supporting US Government customers.Project Management Professional certification.Experience supporting complex government and programs of a research and development nature.Excellent oral and written communication skills.Basic understanding of Configuration Management Guidance.Experience working with cross functional teams and demonstrating strategic thinking and problem-solving abilities with federal clients.Experience working with Agile methodologies.Strong project management skills with the ability to oversee multiple training initiatives simultaneously and meet deadlines.Experience producing technical documentation to communicate standard operating procedures and detailed analysis.
