Work involves responsibility for the accurate analysis and interpretation of water and wastewater samples to confirm full compliance with all local, state and federal laws regarding drinking water quality and wastewater discharge. Duties include testing and analyzing water, wastewater and sludge samples, tabulating reports, preparing clear and concise correspondence and maintaining laboratory certification and training of laboratory technicians. This position also has the responsibility for making standard water treatment and wastewater treatment chemical, biological and physical sampling and testing technical decisions. This work requires that the employee have good knowledge, skill and ability in chemistry, biology, mathematics and laboratory methods, principles and practices.EXAMPLES OF DUTIESSupervises and performs chemical, biological and physical analyses of water and wastewater samples and wastewater sludge by wet chemistry and instrumentation, including gas chromatography and atomic absorption spectrophotometry, in accordance with approved methods. Interprets analytical results and provides data to Superintendents and operators so they can take actions needed to maintain permit requirements, effective and efficient treatment plant operations, and water distribution and wastewater collection systems.Maintains up-to-date knowledge of the principles, laws and regulations regarding water and wastewater treatment, and analyses.Analyzes chemical supplies and shipments for adherence to specifications and prepares reagents.Formulates and implements Quality Assurance Program for quality control. Performs chemical, microbiological and physical proficiency tests for maintenance of state certification for the laboratory.Tabulates and compiles test data and prepares reports.Maintains and calibrates laboratory instruments and analytical equipment. Performs all laboratory procedures and operates equipment in a safe manner and observes all safety procedures. Purchases laboratory equipment and supplies.Coordinates industrial monitoring program and conducts analysis of industrial discharge samples as required.Assists in employee selection and provides training and mentoring to employees, and administers union contract language. Assures safe work practices.Performs related work as required.QUALIFICATIONSKNOWLEDGE, SKILLS AND ABILITIES:Considerable knowledge of chemical, biological and physical analysis principles and practices as applied to water and wastewater treatment.Considerable knowledge of laboratory principles and practices as applied to water and wastewater treatment. Considerable ability to conduct chemical, biological and physical analyses of water samples and materials accurately and safely.Considerable ability in oral and written communications.Considerable ability to prepare laboratory reports and to maintain laboratory records.Considerable ability to establish and maintain effective working relationships with coworkers, vendors and other governmental agencies.MINIMUM QUALIFICATIONSA bachelor’s degree from a recognized college or university in chemistry, biology, biochemistry, microbiology or related field plus two (2) years of progressively responsible experience in chemical laboratory analytical work. Some experience with water and wastewater analysis, atomic absorption, graphite furnace, complex analytical equipment and standard laboratory QA/QC practices is preferred.SPECIAL REQUIREMENTSMust possess and maintain Laboratory Director Certification for chemistry from the State of Connecticut Department of Public Health.
