About us:
In 2016, the Commonwealth of Virginia selected a Cintra-led consortium to finance, design, build, operate and maintain the express lanes on Interstate 66 Outside the Beltway. The project will transform this critical Northern Virginia artery to relieve congestion, improve safety and provide more predictable travel times. The project corridor extends approximately 22 miles along Interstate 66 from the Capital Beltway (I-495) to Gainesville (US Route 29). Once completed, the project will include three toll-free general-purpose lanes in each direction and two express lanes in each direction with a state-of-the-art open-road electronic toll collection system. Expanded transit service, park-and-ride lots and interchange enhancements will further improve travel along I-66. The project will also connect several shared use paths to create more multimodal options. As an innovative and efficient public-private partnership, this project will be completed at a $2.5 billion net savings for the Commonwealth of Virginia.

The General Counsel provides legal advice to the company on a wide variety of matters, including corporate, project and financial. The General Counsel also reviews, drafts, and negotiates organizational, project and loan documents, analyzes applicable local, state, and federal laws, and consults as necessary with outside counsel in advising the CEO and other management of the company.Essential Duties and Responsibilities:Manage corporate matters, including serving as Corporate Secretary of the Board of Directors.Serve as corporate liaison with Board Members to advise on legal matters.Coordinate legal related requests from shareholders.Maintain corporate records and any related legal documents in order to provide legal protection to the organization.Review, prepare and/or negotiate various service contracts, leases, commercial agreements, and purchase orders.Review, prepare and negotiate amendments and change orders to the governing contractual agreements with the Virginia Department of Transportation, the design-build contractor, the System Integrator contractor and Back Office provider.Manage and oversee legal issues associated with the acquisition of right-of-way through eminent domain, up to and including condemnation litigation.Manage and oversee legal issues associated with the collection processes.Manage and oversee property damage claims.Advise management concerning compliance, including matters of contractual obligations, financial covenants, ethics policies, and other applicable laws, rules, and regulations.Manage customer claims and all litigation handled by outside counsel.Review and analyze relevant legislation and its potential impacts on the company and shareholders’ current and future assets and business prospects in Virginia and US.Manage risk reporting and other legal shareholders reports.Perform related job duties as required.Qualifications (Knowledge, Skills & Abilities):
