Regional Marine Operations Manager

Solution-driven maritime leader responsible for overseeing operations to ensure efficient, compliant, cost-effective solutions, and safe maritime activities within the region. Directly supervises shoreside and marine personnel, fostering excellence, safety, and collaboration. Leads training, onboarding, and retention efforts. Manages regional budget, vessel operations and schedules to optimize performance. Implements ISM, Safety Management System (SMS) and Business Management System (BMS) aligned procedures for regulatory and company compliance. Reports to the AmNav President.

ESSENTIAL FUNCTIONS:

ADMINISTRATIVE:

Interface with customers, marine and shoreside personnel, vendors, pilots, and regulatory officials.Set schedules for tugs and crew, ensuring efficient operations.Develops, implements, and enforces policies and procedures to enhance operational effectiveness.Act as the Regional Qualified Individual/Incident Commander during emergency response activities if assigned.Apprises superiors of events and incidents.Interprets and administers government regulations.May be assigned to act as a regional team leader in negotiation, implementation, and compliance of labor contracts.Acts as the regional company representative at federal, state, and local committees, boards and or meetings.Performs special duties and other projects as assigned by AmNav leadership.Travel to Northern California for meetings, training and back-up and general relief as needed.

COMPLIANCE:

Directs and monitors compliance with company SOP's, regulatory, licensing and training standards.Initiate, monitor, and complete incident investigations per company and customer protocols.Directs compliance of company safety policies, maintenance, and training programs.Ensures compliance with ISM/VMP/SMS/BMS and United States Coast Guard (USCG) regulations.

PROFIT & LOSS RESPONSIBILITY

Responsible for adherence to budget and overall profitability of the region.Manages vessel supplies and crew costs effectively.Estimating and job cost management.Resolve discrepancies related to invoices and manage job costs.

PURCHASING

Procure items and services to support ongoing operations and vessel repairs.Vet and onboard new local vendors, issue purchase orders and requisitions, physical inventory control, receiving and accounts payable systems (i.e. SAP).

KNOWLEDGE OF:

Regional geography, including ports, facilities, and vessel transit times.Federal and state rules and regulations.Basic non-financial accounting principles and methods.Marine labor contracts, work rules and manning.

SKILLS AND ABILITIES:

Technical proficiency in vessel operations, machinery, and crew management.Legal acumen in interpreting and ensuring compliance with maritime regulations.Financial competency in budgeting, forecasting, and cost accounting.Strong communication skills for drafting reports, presentations, and policies.Customer relations expertise and interpersonal skills for effective collaboration.Leadership qualities with decision-making and problem-solving capabilities.Background in coordinating with engineers, technical support staff, and knowledge of vessel components, equipment and supplies.Flexibility to adapt to changing priorities and delegate tasks effectively.Able to prioritize tasks accordingly to meet deadlines without sacrificing operational quality.Microsoft Office tools, including strong command of Excel spreadsheet and data analysis tools.

REQUIREMENTS DESIRED:

Maritime college degree and 10 years' experience in the marine industry.Proven leadership experience with a successful track record of managing teams.
