Job Description:Office of Administration DescriptionThis is a professional public health program position that manages specific activities supporting the planning, design, development, testing, pilling, rollout, implementation, and operational phases of a specific component within a large health program.Employees have supervisory responsibility over professional staff and have input into seng a budget (e.g., HIV prevention training as a component of the state HIV program).Employee supervision includes hire recommendations, training, planning, and assigning work, performance assessment, coaching, and progressive discipline.Knowledge, skills & abilities: In addition to those identified in the previous levels: Knowledge of the organization and operation of public agencies at the national, state, and local level.Knowledge and skill to perform and review the work overseen.Ability to develop, implement, and administer assigned programs and/or services to achieve positive program outcomes.Typical qualifications: Master's degree, 4 or more years of relevant experience, and 1-2 years of supervisory experience. Specific Position Description

The (DHSS), Bureau of Data Modernization and Interoperability (BDMI) is seeking a Public Health Program (PHP) Manager to assist with support activities for multiple electronic information systems.The Data Modernization Support Manager will work full-me (40 hours per week, Monday-Friday 8 AM-5 PM) onsite in the Jefferson City, Missouri DHSS office. This position will report to the BDMI Interoperability Manager.Knowledge, skills, and abilities: Must be able to clearly communicate both verbally and in wring to diverse individuals with widely varying levels of technical skills. Must be able to represent the key stakeholders in a professional and respectful manner.The initial focus for this position will be the Showmen World Care (SMWC) implementation.SMWC is a comprehensive reportable conditions surveillance/registry, contact tracing, outbreak tracking, and case management system that will replace three current applications (WebSurv, EpiTrax, and EnvSurv). SMWC will be utilized by state and local public health agency staff.Dues of this position include:Leading the Data Modernization Support Team under the guidance of the BDMI Interoperability Manager.Managing and training a team of contracted training staff consisting of 3 Public Health Program Supervisors who each lead a team of 3 Public Health Program Specialists.Scheduling and otherwise coordinating onsite trainings throughout to educate state and local public health agency staff as well as data submitters on the use of SMWC and other electronic information systems.Scheduling and otherwise coordaining additional virtual trainings on the use of SMWC and other electronic information systems for state and local public health agency staff as needed, as well as trainings for data submitters.Leading the Data Modernization Support Team to develop a variety of training materials for live trainings, virtual trainings, posting on the DHSS website, and other situations as needed, in collaboration with the BDMI Interoperability Manager and other DHSS subject matter experts.Creating, or collaborating with DHSS training staff to create, virtual training modules as needed. Training modules must allow tracking of completion. Tasks may be delegated to PHP Supervisors or Specialists.Scheduling and arranging staffing for manned office hours in a virtual format for end users to ask questions and receive assistance on use of the system.Establishing processes and managing staffing for a help desk to support SMWC and other system end users and portal data submitters. The help desk will be staffed during regular DHSS business hours of 8:00 AM - 5:00 PM Central Standard Time. The need for extended hours (e.g., evenings/nights, weekends, holidays) may occur and will be determined in collaboration with DHSS in the following situations:For a period of me immediately following system implementation if a high volume of requests for assistance is receivedIf a public health emergency is declared o If an emerging disease appearsOverseeing help desk activities including configuring accounts for new users, resending passwords, answering basic system questions, triaging more complex questions to subject matter experts, etc.Tracking metrics related to training and help desk activities and providing daily updates to the BDMI Interoperability Manager or other appropriate leadership.Preparing and maintaining help desk documentation, in collaboration with the BDMI Interoperability Manager and other DHSS subject mater experts.Coordinating additional training and support services as determined necessary based on DHSS assessments and end user feedback. Examples include frequently asked queson documents, live training sessions for individuals or small groups, hot topic sessions, and any other materials/services needed to improve the end user experience.Assisting DHSS staff with developing reports and exports for end users.Assisting DHSS staff with onboarding data submitters.Completing other training/support dues as assigned.As the volume of work related to the Showmen World Care implementation decreases, this position may assist other electronic information systems or assist with other Data Modernization Iniave projects.
