Level V accounting work includes being the lead expert in the preparation, analysis and reconciliation of financial statements and information, tax returns, general ledgers, etc. Incumbents may assist the financial manager of a working capital fund and/or are responsible for generating the Agency’s or WCF financial statements.Provides broad financial strategic programmatic direction and initiatives through effective and timely customer support.Briefs and/or provides supporting documentation to senior management in response to questions from Agency management and/or external reviewers (i.e., OMB and Congress).Advises senior management in the design, implementation, and management of financial operations to ensure the integrity of financial data, the establishment of financial reporting requirements, the development of security guidelines and processes to protect financial data and systems, and the establishment and maintenance of financial relationships with other government and non-government organizations.Ensures financial program data integrity and reporting accuracy.Assists in the management of the establishment and maintenance of appropriate internal controls to minimize the risk of inaccurate data and/or unauthorized use of Agency funds.Ensures data integrity by working to obtain favorable Office of the Inspector General (OIG) audit opinions, and, ultimately, auditable Financial Statements.Maintain professional development through continuing education, attending courses, seminars, workshops, or by reading professional journals.Assists the senior financial expert in area of assignment.Formulates approaches that achieve desired financial business objectives, including program scope and objectives.Resolves highly complex financial problems and issues; provides guidance on the interpretation and application of the most complex financial regulations, policies and procedures to senior management, staff, and customers.Analyzes financial data from various systems; creates reports for and provides briefings to senior managers and makes recommendations in support of the mission.Performs other duties as assigned.Other functions may include:Assists in the design and implementation of financial systems development to enable business process improvement and to incorporate changes driven by external changes.Facilitates communication between financial systems stakeholders, customers, and systems development teams.Develops and recommends budget policies and procedures of the budgetary program metrics fundamentals necessary to analyze and assess program goals, objectives, and outcomes effectively and efficiently.Eleven years of demonstrated professional accounting experience with a strong understanding of the responsibilities associated with financial management, accounting, auditing, and/or fiscal control.Certified Public Accountant (CPA)/MBAStrong communication skills.Education:Bachelor’s degree in accounting with degree requirements for CPA and/or MBA
