$101,920 - $137,280POSITION SUMMARY:

Baxter & Woodman is seeking a Development Assistance Project Manager in our Development Assistance Department. We are seeking qualified applicants for our Crystal Lake, Mokena, Naperville, or Chicago, IL office.POSITION DUTIES:Provide general municipal engineering services to multiple clients.Where required, serve as part-time staff engineer to local municipalities. May include working on-site at municipal facilities.Assist in negotiations of development, annexation and inter-governmental agreements, preparation of municipal budgets.Coordinate review work done by other agency departments.Review development plans for compliance with local requirements, including Stormwater management, grading, sanitary sewers, water lines, and transportation aspects.Consult with other reviewers regarding electrical, photometric and structural issues.Assess the need for permits from other agencies.Assess impacts to on-site and adjacent private and public facilities.Provide recommendations for improving on-site or adjacent facilities in conjunction with the development.Prepare written review reports; communicate with local agency staff, developers and designers.Respond proactively to inquiries from local agency staff and officials, developers, designers and adjacent property owners.Assist with preparation, documentation and improvement of review procedures.Perform Quality Assurance/Quality Confirmation of others’ work.Assist with infrastructure acceptance, development security reductions and recapture coordination.Assistance with drainage studies and stormwater masterplans.Other duties as assigned.REQUIREMENTS:Bachelor’s degree in civil engineeringProfessional engineering license required4+ years' experience designing or reviewing development submittalsExcellent technical writing and verbal communication skillsAbility to explain technical issues to non-technical municipal staff, officials and residentsAbility to work cooperatively with developers, designers and outside permit agenciesKnowledge of basic principles and experience with Stormwater management, water distribution, and wastewater collection systemsKnowledge of basic principles and experience with transportation facilities, including parking, roadway design, pedestrian and bicycle facilities, and accessibility requirementsExperience in site and subdivision development design and review, and site construction is preferredAbility to manage and review work done by less-experienced reviewersAbility to work with local government staff and officialsAbility to travel throughout Northeastern Illinois (own transportation)
