DoD Financial Management Business AnalystLocation : Hybrid in Arlington, VA (Only Local Candidates will be Considered)Clearance Required : Active SecretPosition Description:Utilize strong technical and analytical skills to normalize finance and accounting data from multiple sources to support Department of Defense (DoD) audit readiness and delivery. Using expertise in financial management, internal controls, audit readiness, and project management, develop and implement solutions for the DoD’s complex financial reporting and audit challenges. Leverage understanding of common data model design, data acquisition and ingestion, and the application development lifecycle to bridge gaps between technologists and defense financial managers, ensuring software solutions meet audit priorities. Normally requires a bachelor’s degree and five to seven years of DoD or Fortune 500 financial management, audit, internal controls and/or data analytics experience.Experience Requirements:5+ years of DoD or Fortune 500 experience in the areas of financial reporting, audit, internal controls and/or data analyticsKnowledge of the United States Standard General Ledger (USSGL) chart of accounts, USSGL account transactions, Treasury Federal Account Symbols and Titles (FAST), DoD Financial Management Regulation (FMR), Generally Accepted Government Auditing Standards (GAGAS), OMB Circular A-123, and other related guidanceExperience acquiring accounting data, building databases, generating audit samples, and responding to provided by client (PBC) requestsExperience writing SQL scripts to query databases and build reconciliationsExperience with project management and Scrum Agile developmentExperience leading teams, reviewing work, and helping the team achieve tight deadlinesBA, BS or BBA degree in accounting, finance, business management, statistics, mathematics, engineering, computer science, or related areaCPA, CGFM, CDFM, CIA or other related designationActive Secret clearanceDuties:Advise and partner with DoD clients to provide highly developed domain expertise, stakeholder relationships, and advanced capability knowledge.Identify stakeholders' business and system requirements and translate or decompose those needs into actionable software requirements, test criteria, and scenarios.Elicit and manage business requirements and clarify the intended functional behavior of software for stakeholders.Perform financial analysis of interrelated DoD accounting data, civilian pay, accounts payable/receivable, and entitlement systems to resolve payroll rejects and out of balance conditions when processing actions in DoD Financial Management Systems.Analyze and evaluate data to conduct a variety of fiscal reconciliations, review and account adjustments.Analyze financial services transaction data while applying quality assurance techniques.Perform internal control assessments, reviews, and other evaluations of assigned systems and/or processes to ensure adequacy of safeguards, effectiveness of systems, reliability of information, and compliance with laws and regulations.Review, evaluate, document and coordinate internal control requirements related to DoD financial accounting systems, processes and reports to ensure efficiency and effectiveness of the Risk Management Internal Control Program.Develop a variety of reports, papers, procedures, and instructions to accomplish financial audit readiness goals.Requirements:5+ years of experience delivering business analytics, business intelligence, or financial management support to a DoD organizationAbility to create reports that reflect program and project financial executionSecret clearanceBachelor's degreePossession of excellent written and verbal communication skills to serve in a client-facing, consultative capacityKnowledge of Planning, Programming, Budgeting, and Execution (PPBE) process for allocating resourcesKnowledge of Defense Finance Accounting Service (DFAS) DoD Fund Balance with Treasury (FBwT) to track spending authority of federal agenciesKnowledge of DoD accounting and auditing standards and guidance related to DoD FM systems including DAI, ADVANA, DDRS, DFAS, DFARS/PGI etc.Nice to Have:Demonstrated history of success analyzing detailed complex, defense finance and accounting processes to identify control gaps and improvement opportunities, facilitating audit requests, and planning and performing tests of controls and balances (substantive testing).Previous experience supporting projects in digital transformation, FM Data Engineering, FM Web Development, and/or DoD FM Strategy Implementation.Certified Defense Financial Manager (CDFM) or Defense Acquisition Workforce Improvement Act (DAWIA) Level I Certification.American Society of Military Comptrollers (ASMC) professional membership.Job Location:
