DHS is a component of the NYC Department of Social Services (DSS) agency, and it receives information technology services via the DSS Information Technology Services (ITS) organization. While ITS serves all of DSS, there are application development and support teams largely dedicated to DHS. Under minimum direction, with the broadest scope for the exercise of independent initiative and judgement, the Executive IT Project Manager (EIPM) serves as the primary point of contact between DHS program operations and ITS. The EIPM will be responsible for understanding DHS information technology needs (applications, hardware, networking), compiling all aspects of project initiation requests, assessing the technical solutions offered by ITS, monitoring the execution of projects, and working with programs to optimize the usage of IT solutions provided to DHS. By successfully performing these responsibilities, the EIPM will help ensure that the ITS solutions for DHS meet needs in balancing quality of solution, acceptable costs, and reasonable deployment timeframes. Oversee and guide the work of individual Project Managers who are responsible for the day-to-day oversight of DHS ITS projects. Within the guidelines set for DHS program creation and operation of applications, the EIPM will establish a technical environment to support program-developed applications and serve as an overarching architect of program applications to ensure consistency and operational consistency.

The New York City Department of Homeless Services (DHS) is recruiting to hire an Executive Assistant to the Commissioner (Homeless Services) M-4 to function as the Executive IT Project Manager (EIPM) in the DHS Executive Office. Reporting directly to the Senior Executive Project Manager for IT Projects, the candidate will provide be responsible for developing and managing IT projects to assist with emergency shelter services to persons needing housing throughout NYC.

-Work with the Senior Project Manager for IT Projects to define an overarching technical/application strategy and roadmaps that aligns with DHS business needs and ITS technical requirements, divide responsibilities related to executing that strategy, and to report on the status of areas of responsibility assigned to the EPM.

-Capture Business Needs and Translate to Application Capabilities. Obtain a deep understanding of relevant program areas that will be affected by an application. Understand the pre- and post-application policies, procedures, and regulations that direct program operations.

-Work to implement an DHS-side intake process for the definition and scoping of application concepts that may be turned into formal application requests placed with ITS.

-Work with DHS Administrator, DHS First Deputy Commissioner, DHS Senior Staff, and programs generally to draw out current business needs and to document those needs in a manner suitable for project initiation. Create project initiation packets for material application or technical infrastructure projects to be performed for DHS.

-Respond to day-to-day requests coming from the DHS Administrators office and issues involving DHS application or environments; work with project teams to diagnose and seek resolution.

-Work with ITS to best ensure that DHS receives appropriate levels of support by performing activities requested by ITS that require direct outreach to DHS staff; establish SLAs for ITS support of DHS issues and adequate reporting of status of key work efforts; validate the appropriateness of application and technical designs and plans; monitor DHS ITS staffing levels and contracting status and communicate concerns to DHS executives so to enable execs to escalate concerns.

-Establish and oversee a low/no code environment in which programs can create applications and support programs in the creation of those applications.

-Monitor for risks to DHS projects, applications, or DHS technical infrastructure; report those risks to ITS management and escalate to DHS executives when appropriate. Represent DHS business and technical interests in status and planning meetings with ITS or with DSS/HRA.

-Provide guidance to DHS Project Managers to enable them to properly oversee ITS projects for DHS.

Qualifications

Three years of progressively more responsible, full-time, satisfactory experience using information technology in computer applications programming, systems programming, computer systems development, data telecommunications, database administration, planning of data/information processing, user services, or area networks at least 18 months of this experience must have been in an administrative, managerial or executive capacity in the areas of computer applications programming, systems programming, computer systems development, data telecommunications, data base administration, or planning of data processing or in the supervision of staff performing these duties
