The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM.
SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.
We have a near-term need for an Operational Energy Project Manager to provide onsite support in Alexandria, VA.
ResponsibilitiesThe candidate will support the Office of the Deputy Assistant Secretary of Defense (Energy Resilience & Optimization (ODASD (ER&O)) within the Office of the Assistant Secretary for Energy, Installations, and Environment (OASD (EI&E)). ODASD (ER&O) sustains warfighting readiness and lethality by providing energy-related policy and governance for programs and activities that enable resilient, efficient, clean, and cyber-secure energy for Joint forces, weapon systems, and installations. The candidate will apply the technical background to provide program management and analyses support to assist in the development of strategy, policy, plans, and guidance related to a wide range of operational energy programs and initiatives in the ODASD (ER&O). The candidate will be responsible for task order management and administration, serving as the primary point-of-contact with the government customer and responding to all government requests. This role will include contribution to and oversight of a range of activities, including policy development and implementation, bulk fuel oversight support, bulk fuel feasibility assessments, data collection and standardization, drafting reports to Congress, and written and verbal coordination with DoD and interagency stakeholders.
QualificationsRequired:
Bachelor’s degree and 20 years of experience, with at least 10 years of experience in program/project management of DoD utilities/energy, Federal Agency utilities/energy, or large private sector utility systems
Knowledge of DoD organization and structure
Experience providing program/project management support to assist in the development of strategy, policy, plans and guidance related to a wide range of operational energy programs and initiatives
Experience with developing and cultivating partnerships to advance organizational priorities and mission, especially in areas related to operational energy
Program Management experience supporting DoD, leading people, and preparing budgets and business processes for success
Expertly capable of engaging with senior DoD personnel, developing recommendations, and providing professional written or verbal assessments and correspondence supporting policy
Active DoD Secret security clearance with ability to obtain a TS/SCI
Desired:
Master’s degree in engineering, scientific, technical, management, or related disciplines
Experience at the OSD level with awareness of DoD Planning, Programming, Budgeting, and Execution cycles
Proficiency using MS Excel and PowerPoint
Active DoD TS/SCI clearance
