The National Security Sector at Leidos is hiring for a Senior Program Manager. This is an exciting opportunity to use your experience to help drive department-wide business reform for the customer by integrating transportation and financial processes at the transaction level to optimize financial management of the Transportation of Things that support the Department of Defense financial auditability requirements and closing identified auditability gaps. The customer is seeking a multifaceted solution consisting of Doctrine, Organization, Training, Material, Leadership and Education, Personnel, and Facilities and Policy changes as well as the implementation of a commercial-off-the-shelf Enterprise Resource Planning (ERP) solution across the Joint Deployment and Distribution Enterprise (JDDE). This opportunity is contingent upon contract award.

What you'll be doing:
  • Serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), the Government Program Manager.
  • Lead, manage, coach, and mentor employees, manage professional development, hiring, and issue resolution for the program.
  • Utilize expert communication skills needed to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents.
  • Responsible to grow the business base by developing business relationships with local and national partners to address contract opportunities.
  • Supervise all program and project managers involved to provide feedback and resolve complex problems to ensure successful execution of programs.
  • Engage employees and customers on a routine basis to fully understand customer requirements and employee capabilities.
  • Partner with BD to develop a comprehensive and achievable short term and long-term pipeline of new opportunities.
  • Capitalize on new technology and develop true discriminators within the existing program set and targeted opportunities.
  • Represent Division leadership as a senior representative/interface for customer engagement.
  • Collaborate with the Deputy Program Manager and other Key Positions on the program in supervising all program activities and ensuring that all activities are aligned with the PWS objectives.
  • Responsible for planning, organizing, securing, and efficiently managing resources to achieve the successful fulfillment of program goals and objectives and ensuring program adherence to scope, schedule, and budget constraints.
  • Directly contributes to program efforts in several areas, including cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
  • Interfaces with company leadership as well as with the government customer, Deputy Program Manager, task and functional leaders, subcontractors, and support personnel to ensure all technical, financial, contractual and performance requirements are met to bring about the successful completion program goals and objectives.
  • Oversee daily operations, ensuring on time deliverables, managing recruitment, hiring, and training processes for employees, supervising staff, and maintaining up-to-date comprehensive quality control programs for a large-scale ERP program.
  • Responsible for program/project management operations and resourcing of all program and project requirements, including staffing, GFE accountability, and tasking responses.

What does Leidos need from me'
  • Must be able to be cleared for a DoD Secret security clearance. U.S. citizenship required.
  • Bachelor's degree in engineering, operations research, computer science, business management, or a related field.
  • Minimum of 15 years relevant experience overseeing large, complex information technology programs. A master's degree in engineering, operations research, or business administration, or related field, may be substituted for four years of experience.
  • Level III Defense Acquisition University (DAU) Program Manager or Program or Project Management Professional (PgMP / PMP) certification is required.
  • Experience managing an individual or IDIQ program with revenue at or above $75M per year.
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required.
  • Must have demonstrated experience leading Large Solution Scaled Agile Framework (SAFe) system development teams.

Favorable if you have:
  • Extensive familiarity with customer strongly preferred.
  • Active Secret security clearance.
  • Experience with large scale SAP implementations.
  • Experience leading ERP implementations is strongly preferred.
  • Experience leading complex information technology programs for Defense organizations.
  • Demonstrated ability to work across internal functions and with outside entities to facilitate successful product completion/delivery.

Pay Range: Pay Range $144,300.00 - $260,850.00
