The City of Fountain Valley offers a competitive salary and benefits package including:

Longevity Pay: After completion of five (5), fifteen (15), and twenty (20) years of qualified service, eligible employees will receive a certain percentage of base pay. Prior sworn fire experience will be considered.

Paramedic Recertification Pay: Bonus pay to Firefighter/Paramedics who obtain recertification as a Paramedic in Orange County.

Special Pays: Firefighter II, III, Fire Officer Certification, Hazard Premium, and Physical Fitness pay.

FOUNTAIN VALLEY FIRE DEPARTMENT

The Fire Department's duty is to provide the community with outstanding service aimed to safeguard our citizens and property. The 46 dedicated professionals of the Fire Department strive to deliver high quality paramedic and rescue, fire suppression, fire prevention, public safety and education and emergency preparedness programs to the community. The Fire Department operates from two fire stations staffed by two advanced life support engine companies, one advanced life support truck company and one battalion commander operating 24 hours a day collectively responding annually to approximately 7,000 all-risk emergency responses.

Academy Graduate

Candidates may apply for the Firefighter Paramedic position if they have graduated from a California State Board of Fire Service Approved Fire Academy or equivalent Fire Academy or have their California State Certified Firefighter I AND possess a Paramedic License.

Academy Graduate/Attending Paramedic School

Candidates may apply for the Firefighter Paramedic position if they have graduated from a California State Board of Fire Service Approved Fire Academy AND are currently in a field internship portion of a California State Licensed Paramedic School and will possess a Paramedic License by appointment date.

Firefighter/Paramedic LateralCandidates may apply for the Firefighter Paramedic position if they have graduated from a California State Board of Fire Service Approved Fire Academy or equivalent Fire Academy or have their California State Certified Firefighter I AND possess a Paramedic License along with experience working as a Firefighter in a municipal setting.

Job Overview

CLASS DEFINITION:

Participates in all phases of emergency operations including skilled firefighting work in the prevention and suppression of fires, rescue, emergency medical care and hazardous materials abatement; performs fire prevention inspections; station and equipment maintenance; and other duties as assigned.

SUPERVISION RECEIVED AND EXERCISED:

The incumbent works under the direct supervision of the Fire Captain.

JOB OVERVIEW:Perform pre-hospital basic and advanced life support treatment; communicate medical information to the hospital and document emergency care rendered. Maintain inventory of supplies on emergency vehicles. Respond to alarms of fire or other emergencies. Lays and connects hoses, directs water streams, raises and climbs ladders and uses chemical extinguishers. Ventilates burning buildings, removes persons from danger, administer emergency medical care to injured persons and perform salvage operations. Conduct fire prevention inspections and enforces fire-related codes and ordinances. Maintain Fire Department equipment, furnishings and structures.

OTHER JOB-RELATED DUTIES:Prepare and maintain a variety of records, reports, and other documentation. Perform other duties as assigned.

Qualification Guidelines

EDUCATION:High School graduation or equivalent or possession of a General Education Development Test (GED) certificate is required.

EXPERIENCE:Previous experience working as a full-time paid firefighter in a municipal Fire Department is highly desirable.

REQUIRED LICENSE/CERTIFICATION:

A valid California Class "A, B or C" Driver's License is required at time of appointment. A Firefighter endorsement must be obtained during the probationary period and maintained throughout employment. Current cardiopulmonary resuscitation (CPR) certification. Possession of a California State Certified Firefighter 1 or graduation from a California State Board of Fire Service Approved Fire Academy or equivalent Fire Academy is required. Possession of a valid California Paramedic License is required by appointment date.

Possession of a current Orange County Paramedic Accreditation is required prior to the completion of the Employee's Orientation Academy.

Proof of completing a Candidate Physical Ability Test (CPAT) or Biddle Physical Ability Test (PAT) within the last 12 months.

All required certifications/licenses

SPECIAL REQUIREMENT:

Must be able to work irregular hours or long periods of time without relief, including but not limited to 24-hour shifts, overtime, emergency call back, shift work, holidays, and weekends.

KNOWLEDGE OF:Principles of advanced emergency medicine; medical terminology; safe emergency work practices and infectious control procedures. Principles and practices of firefighting, incident command system, and emergency vehicle maintenance and operation. The geography of the City of Fountain Valley, local hazards, hydrant, and water main locations. Principles and procedures of recordkeeping and reporting. Business English, grammar, punctuation, spelling, arithmetic, vocabulary, composition and proper format.

REQUISITE ABILITIES/SKILLS:Perform a variety of paramedic procedures including first aid, cardiopulmonary resuscitation, cardiac defibrillation, intravenous catheterization and administration of injections. Effectively manage an emergency medical scene. Perform thorough and systematic patient assessments on victims of illness or injury. Make appropriate treatment decisions based on patient presentation and in accordance with County EMS protocols. Write Pre-hospital Care Reports (PCR's) and other EMD documentation accurately, completely and legibly. Use a variety of firefighting, rescue and emergency medical tools and equipment. Climb ladders and work at considerable heights. Must possess a strong customer service orientation and be a team player. Operate a computer and a variety of software including Outlook, Word, and Excel. Plan effectively, prioritize assignments, and meet deadlines. Establish and maintain effective working relationships with managers, fellow employees, public officials, and the general public. Communicate effectively both orally and in writing.

PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:

Work is performed indoors and outdoors in a variety of locations to include on-site work at calls and incidents, in a City vehicle and in the Fire Stations. When working outdoors, may be exposed to the elements; may work under damp or dry conditions; crouch, sit, stand, walk, bend, reach, twist, grasp, drag, lift, and carry items weighing 45 pounds or more; climb ladders and stairs; pull and use fire hoses; work at heights greater than 10 feet; may be exposed to dust, chemicals, solvents, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration, and noise; meet the physical requirements of the class and have mobility, vision including the ability to distinguish colors including red, green and yellow, speaking, hearing, sense of smell, dexterity, and use of both hands and legs appropriate to the duties to be performed. May administer first aid and in an emergency, push, pull, drag, and move individuals and/or others weighing 150 pounds or more. Must be able to fight fires wearing protective gear and self-contained breathing apparatus. May be exposed to blood or other bodily fluids or communicable diseases.

LATERAL CANDIDATES: Firefighter/Paramedic lateral candidates will have the NTN FireTEAM exam waived.

WRITTEN EXAM: (Pass/Fail)

All applicants must take the FireTEAM test through NTN. Candidates are required to pay a fee to NTN to take the FireTEAM exam. NTN scores are considered valid with the City of Fountain Valley if obtained within the dates of July 24, 2023 - August 25, 2024.

ORAL INTERVIEW: (Weighted 60%)

Will evaluate the candidate's experience, training, and personal qualifications that are essential for successful performance on the job.

PARAMEDIC SKILLS ASSESSMENT: (Weighted 40%)

Will evaluate the candidate's knowledge ofpre-hospital medicine as it relates to the National Registry standard.

TENTATIVE ORAL INTERVIEW AND PARAMEDIC SKILLS ASSESSMENT WILL BE SCHEDULED FOR THE WEEK OF SEPTEMBER 9, 2024.

RESULTS:

Results of the testing process will be used to establish an employment list which will be valid until exhausted or a maximum of one year.
