QSI is seeking a Management Analyst to support our government client in Washington, D.C. The Management Analyst III provides support to the Government staff and prepares letters, reports, and specialized correspondence. S/he will be primarily assigned to the National Visa Center (NVC) and/or the Kentucky Consular Center (KCC), but possibly also to other VO offices. A Government manager will provide day-to-day oversight and direction.

Full-time Qualifications:

Possess comprehensive knowledge of the full range of principles, concepts, and methodology related to one or more quality assurance functional programs and considerable skill in applying this knowledge to the planning and accomplishment of a variety of difficult and complex work assignments. Possess broad knowledge of the practices, policies, and procedures of related functional and administrative activities such as program management, contract administration, procurement, and supply with skill in effecting appropriate interface/coordination of quality assurance plans and programs with these activities. Demonstrated experience with operational applications to test and inspect a product or to provide guidance, control, and processing logic in an integrated system. Demonstrated ability to ensure consistent quality of production by developing and enforcing good quality monitoring systems; validating processes; providing documentation. Knowledge and understanding of the laws, rules, and regulations pertaining to eligibility for and issuance of a U.S. visa. Communicate effectively and confidently with high-level executives. Ability to interpret and apply complex regulatory material. Anticipated Duties/Tasks:

Serves as senior advisor on all issues concerning assigned programs and provides coordination and management functions in support of subordinate staff. Identify and document contracting issues and develop contract improvement initiatives. Ability to independently initiate actions, resolve issues, formulate methods, and procedures for accomplishment of assigned functions, and to establish and meet milestones. Coordinates ongoing internal primary contractor contract evaluations. Conducts quality assurance assessments via on site, virtual, and desk review processes. Assists with maintenance of relevant working files including organized documentation of all reports, assessments, and other records. Establishes methodologies to track incoming work and throughput and prepares briefing material to show any changes in inputs and outputs. Maintain quality control for other Management Analyst I and Management Analyst II submissions of deliverables to the government, including adherence to deadlines, drafting and formatting requirements, and substantive content, and engage in active performance management on behalf of the Supervisory Management Analyst III. Train QAS staff on oversight procedures and transfer responsibilities, when and if required, to the Government staff. Draft complex, comprehensive and accurate written memoranda and reports that conform to all relevant format guidelines with minimal revisions. Other duties as assigned. Education / Experience Required:

Bachelor’s Degree (advanced degree preferred), and/or Five (5) years of experience monitoring federal government contracts or direct knowledge and understanding of consular contracts, regulations. Five (5) years experience managing a team. Four (4) years working in Quality Management-related field supporting program management, quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques, developing processes and procedures, and/or contract oversight and monitoring functions. Four (4) years of demonstrated ability to communicate orally and in writing in an office environment.
