This position is the second most senior position within the city administration. Under general direction from the City Manager, the Deputy City Manager performs highly responsible and complex management and operational duties, undertakes projects, to include coordination of projects involving multiple city departments; assists the City Manager with the direction and coordination of the activities of certain operations; provides leadership; promotes effective and efficient operations for the organization by facilitating interdepartmental cooperation and sharing of resources; and provides assistance to the City Manager, mayor and city council, and department heads where and when applicable.Directly supervises and manages the work of Engineering contractors assigned to city projects; coordinates with DeKalb County Public Works department as needed.Works with the City Manager and department heads in planning, organizing, coordinating, and implementing programs affecting assigned areas of responsibility.Establishes, within city policy, appropriate service levels for assigned functions; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.Plans, directs, and coordinates, through management level staff, the work plan for assigned functions; assigns projects and programmatic areas of responsibility; provides direction and supervision on key projects; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.Selects, trains, motivates, and evaluates respective personnel; provides or coordinates staff training; collaborates with employees to correct deficiencies; in conjunction with human resources, implements discipline and termination procedures.Coordinates with other managers of city services on matters affecting their areas of responsibility or on special projects assigned by the City Manager.Involved in recommending hiring, promotion, and termination of respective employees.Briefs the City Manager on issues of concern in the departments and functions in assigned area of responsibility to ensure proper action.On occasion, meets and corresponds with various citizens, professionals, business, and other groups to answer questions and secure their help in implementing various programs.Reviews and provides recommendations on annual budget.Assists in reviewing results of major studies and coordinates the preparation of reports and recommendations through the City Manager.Attends city council meetings and reports on activities as requested by the City Manager.Confers with officials of city, county, state and federal agencies regarding plans and priorities for existing and planned programs.Demonstrates continuous effort to improve operations, reduce turnaround times, streamline work processes, and works cooperatively and jointly to provide quality city service.Performs other related duties as required.Requires a bachelor’s degree in public administration, political science, engineering or related field, (master’s degree preferred) and the equivalent of eight (8) years of leadership experience in municipal or county government, including extensive knowledge and/or experience working within the engineering or public works field.Certificates, Licenses and Registrations:Professional Engineering License strongly preferred, but not required.Knowledge and Skills:Knowledge of modern policies and practices of municipal government.Knowledge of personnel management practices.Knowledge of city codes, ordinances, resolutions, policies, and guidelines regarding the city organization and operations.Knowledge of functions and activities of city departments.Knowledge of principles and practices of municipal government budget preparation and administration.Knowledge of state laws, regulations, and guidelines governing city operations.Skill in preparing and administering municipal budgets.Skill in planning, organizing, staffing, and directing the efficient and effective delivery of city services, programs, and functions through subordinate staff.Skill in providing responsive advice and staff support to the mayor and city council.Ability to prepare and analyze comprehensive reports.Ability to establish priorities and direct the allocation of city resources.Ability to communicate clearly, concisely, and effectively both verbally and in writing.Ability to establish and maintain effective working relationships with employees, city officials and the public.Ability to manage activities of multiple departments efficiently and effectively.Other Requirements:May work an adjusted schedule for assisting in events occurring after 5:00 p.m. such as meetings, or planned events.Requirements included in this class specification may be subject to modification in order to reasonably accommodate individuals with disabilities who are otherwise qualified to perform the essential duties of the job.
