Responsible for managing the development and monitoring of capital and operating budgets and expenditures for the Infrastructure Improvements Department thru the SAP/SRM system. Coordinates and/or develops reports and budget information for senior management/Board (monthly business report, information for quarterly budget meetings, etc.) ensuring work is of top quality both in accuracy and presentation. Communicates and provides financial information to Program Managers. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.Responsibilities and Specific Duties

Coordinates with Project Directors and Program Managers to develop and monitor both Capital and Operating budgets and costs.Analyzes problems and the impact to the Capital & Operating Budgets. Recommends alternative solutions.Manages contract expenditures thru the SAP/SRM system.Provides technical assistance for cost analysis, fiscal allocation, budget preparation and financial forecasting.Provides monthly, quarterly, and yearly budgetary presentation and documentation to ensure financial information has been recorded accurately.Tracks KPIs and completes various reports including summary reports for upper management. Coordinates both within Infrastructure Improvements and with other departments to gather data for reports.Assists senior management in conducting analysis of departmental activities.Coordinates with the Project Manager and Contract Administrator on the issuance of change orders in accordance with the negotiated project costs and assists in monitoring of contracts.Responsible for monthly and year-end accruals and the accurate processing of payments and accrual reversal.Creates all budget changes and transfers via budget change requests and journal entries.Prepares/Oversees spending authorizations for review by management via the creation and monitoring of the Shopping Carts and Change Order request in SAP/SRM. Provides financial recommendations for the approval or disapproval of funds requests.Reviews and monitors expenditures associated with contractual agreements within the program as well as expenditures associated with the design and construction.Ensures the department's financial information is accurate and correctly entered in METRO's budget system.Develops miscellaneous budget and cost analyses at the detail, intermediate and summary levels.Establishes working and historical files of the division's operating budget, audits and expense reconciliation.Coordinates with other Departments to troubleshoot issues related to project creation / cost codes.Provides excellent customer service to METRO internal and external customers.Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.Performs other job-related duties as assigned.Education Requirement

Bachelor's degree in Business, Accounting, Public Administration, or related field.Years & Experience Required

Minimum six (6) years’ experience in budget and/or management analysis. Additional years of specific transit or budget experience desired.Knowledge & Skills Required

Good organizational skills, analytical and communication/interpersonal skills. Prior experience with SAP preferred. A high level of proficiency in the use of computer/software systems for budgetary, statistical and management analysis work, including Microsoft Excel. Experience in producing top quality management reports using latest in publication/presentation software is desirable.Additional Information
