PD Power Systems, LLC is seeking a Senior Contracts Manager with experience in cradle-to-grave administration of Department of Defense contracts. Prepare and administer subcontracts, Teaming Agreements, Non-Disclosure Agreements, Consulting Agreements, and other contractual agreements. Knowledge of FAR, DFARS, and
GSA Schedules
is required. This position reports to the Vice President, Contracts at our Springfield, Virginia office.
Roles and Responsibilities
Provides "cradle to grave" contract administration, to include developing, negotiating, and administering DoD contracts and subcontracts, ensuring compliance with FAR, DFARS, and other government regulations.
Identifies potential contractual issues, analyzes impact/ramifications, and works with Program Management, subcontractors, and suppliers to resolve problems.
Develops subcontract solicitations to include Requests for Information, Requests for Quotes and Requests for Proposals.
Performs analysis of RFPs with respect to T's & C's, appropriate FAR/DFARS clause flow-downs, and proposed price/cost.
Drafts, reviews, negotiates, and administers non-disclosure agreements, teaming agreements, and independent consulting agreements; interpret terms, assess business and legal risks, redraft contract clauses, if necessary, and provide strategies to minimize loss or liability.
Compiles and maintains all required contractual records and documents in accordance with contract requirements and Company policies and procedures.
Initiates and executes closeout activities in accordance with company close-out procedures for delivery order, contract, and subcontract closeouts.
Works collaboratively with Program Management to maintain a high level of customer satisfaction while managing multiple priorities.
Maintains an in-depth understanding of the US Government acquisition and procurement environment, the Contracts function, and relevant company policies and procedures, FAR/DFARS, export control, and other Government regulations.
Senior Contracts Manager will partner with Business Development by reviewing and executing Non-Disclosure and Teaming Agreements. Additional support activities include, but are not limited to, analysis of solicitations, preparing summaries and developing strategies and recommendations based on the analysis, with attention to the financial and business risk of the proposed effort, participating in proposal team meetings, and preparing the terms, conditions, and assumptions upon which the proposal may be submitted.
Experience and Education
Bachelor's Degree in Business, Contract Management, Finance, or related field. Advanced degree is a plus.
Minimum 10 years of relevant experience with Department of Defense contracts.
Professional certifications (Certified Federal Contracts Manager or Certified Professional Contracts Manager) desirable.
Knowledge of federal acquisition laws and regulations: FAR, DFARS, GSAR.
Experience with GSA contracts is required.
Word, Excel and PowerPoint competence is essential.
Experience with International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) a plus.
U.S. Citizenship required.
