OPEN EXAMINATION - ONE YEAR PROBATION PERIOD

Under general direction of the Director of Finance or Designee, this management position performs a wide variety of professional duties related to the planning, organization, and oversight of the City's revenue management activities.

Essential functions of the job include, but are not limited to, the following:Ensures Department services are provided with exceptional customer service and the highest level of ethical standards.Manages the City's revenues by conducting revenue analysis, surveys, projections and financial data comparisons. Summarizes research in quarterly reports.Monitors the long-term projections. Assists budget staff with revenue estimates. Utilizes statistical analysis to forecast revenues and identify revenue opportunities. Develops, prepares and maintains a variety of financial statements and statistical reports.Advises departments and the public on all revenue related issues.Develops goals and plans and implements new procedures for revenue administration. Develops and implements new revenues as determined. Researches and develops revenue sources for the City.Reviews and analyzes fiscal-related legislation for impact on the City and comments or drafts positions of support or opposition to the legislation. Prepares relevant reports and makes presentations as deemed necessary.Manages functions related to revenue management processes, including: providing analysis of revenues, tracking sources of revenue, coordinating reporting functions, and forecasting revenue budgets.Assists in planning long-range goals, objectives, organizational structure and overall direction for the Finance Department.Analyzes and recommends changes to revenue collection policies and procedures in order to improve the effectiveness and efficiency of the revenue management process.Researches information, conducts complex analyses and prepares a variety of reports, including staff reports, revenue projections, budgetary calculations and analytical reviews of revenues and expenditures. Presents such reports at meetings or City Council as necessary.Utilizes software systems and desktop software as necessary to perform duties.Serves as a budget liaison for the Finance Department with other City departments, divisions and outside agencies. Negotiates and resolves complex issues.Acts as liaison to other agencies and departments regarding central collection and related activities. Participates in the formulation and coordination of joint policies and procedures.Designs, analyzes and evaluates management revenues and budget reports to determine the need for new or modified programs, policies and goals to ensure that each section's operations integrate with the Department and the City's operations as a whole.Monitors all revenue sources for control and reporting purposes.Manages the Citywide Fee Schedule and helps coordinate and conduct comprehensive fee studies for all the City's user fees.Manages special projects or other requests as assigned.Supervises and evaluates employees' job performance, and effectively recommends personnel actions.Assumes responsibility for ensuring the duties of this position are performed in a safe, efficient manner.Performs other related duties as assigned or as the situation requires.ExperienceFive years of progressively responsible financial experience, including two years of financial supervisory experience. Prior revenue management experience is highly desirable.

Education/TrainingBachelor's degree in Economics, Accounting, Finance, Business, Public Administration or a related field.

License(s) / Certification(s)Valid California Class C driver's license.
