The Chief of Party (COP) under the leadership of the Country Director will guide the implementation of the strategic vision and leadership for all climate change mitigation programming in Haiti. S/he is to ensure the delivery of quality programs, maintaining/expanding donor and government relations, budget management, security and operations management, and developing a motivated and professional team.The COP will serve as direct programmatic and technical lead in oversight of CORE’s Climate Change Adaptation and Mitigation portfolio in Haiti. This position will be responsible for the strategic planning, implementation, management and evaluation of CORE’s programs focused on improving climate resiliency and climate change adaptation/mitigation in Haiti.Reporting to the Country Director, the COP will work closely with, and receive support from headquarters senior management, as well as programs, operations, and communications staff.The position will be located in Les Cayes, Sud Department, Haiti.

Job Purpose:

The Chief of Party (COP) will guide the implementation of the strategic vision and leadership for all climate change mitigation programming in Haiti.The COP will serve as direct programmatic and technical lead in oversight of CORE’s Climate Change Adaptation and Mitigation portfolio in Haiti.Reporting to the Country Director, the COP will work closely with headquarters senior management and programs, operations, and communications staff.Responsibilities:

Strategy and ManagementManage annual review and implementation of Haiti’s Strategy Action Plan (SAP) and ensure it is socialized and institutionalized within the country program.Engage effectively with team members in Haiti and the US on CORE’s broader organizational strategy initiatives.Ensure local structures and systems follow CORE standards to support program delivery.Support the leadership of a cohesive and effective local management team.Coordinate effectively and communicate regularly with CORE’s offices in PaP and the southern departments.Program Quality & Development

Support program development according to CORE’s program quality standards.Ensure beneficiary engagement in design and highlight gender equity issues.Promote a team approach and positive learning environment.Improve CORE Haiti’s ability to collect, analyze, and utilize program measurement data.Key Partner & Donor Relations, and Organizational Representation

Strengthen understanding of partnership principles and develop CORE as a partner of choice.Maintain participation with local government and stakeholders.Ensure timely and accurate reporting of program activities.Develop and maintain effective working relationships with all stakeholders in Haiti.Budget Management

Provide oversight of the financial position of the country program.Maintain budget monitoring processes for grant funds and discretionary funds.Program Monitoring, Evaluation and Learning

Ensure robust design, monitoring, evaluation, and quality assurance systems are in place.Establish systems of accountability for beneficiaries.Provide ongoing training and guidance on M&E best practices.Resource Mobilization:

Develop a clear funding/resources mobilization strategy.Maintain and expand the country donor and financial portfolio.Pursue new sources of donor funding.Establish country partnerships for collective efforts.Representation:

Represent the organization with local and national authorities, UN, NGO, and donor agencies.Participate in Donor meetings and communicate relevant information to HQ.Security and Operations Management

Ensure the security management plan for the southern departments is updated.Ensure adherence to CORE safeguarding policies.Qualifications:

University degree in related field or equivalent international program management experience; MA preferred.Degree or certifications in natural resource management or environmental sciences preferred.Experience:

Minimum 8 years of relevant experience; 4 within environmental science or similar field.Previous experience working in Haiti.Experience in Climate Change adaptation/mitigation program design and implementation.Experience managing development programs in areas affected by conflict.Skills and Competencies:

Ability to work in a volatile environment and make rapid decisions.Proven abilities in project design and implementation.Strong understanding of major donor requirements.Fluent written and oral communication in French and English; Haitian Creole preferred.$90,000 - $110,000 a year#J-18808-Ljbffr
