Under general administrative direction, supervises a division of professional and paraprofessional engineers, inspectors, and technicians; performs professional civil engineering work of a difficult and responsible nature; serves as a project or division engineer; coordinates or supervises major engineering and construction projects; serves as liaison with other City departments; and does related work as required.General Functions:Participates in the development and implementation of an efficient Capital Improvement Program; recommends projected budget requirements.Manages and participates in the selection, negotiation, and administration of consultant contracts to implement the Capital Improvement Program and other work as needed to maintain quality water and wastewater systems.Participates in the administration of Utilities Department construction contracts, payments, inspection, compliance, and quality control.Plans, coordinates, and supervises the review, plan checking, and approval of utility-related (water, wastewater, and recycled water) improvement plans for various private development projects.Prepares reports, correspondence, plans, specifications, and cost estimates of utility improvements including gravity sewers, sewer forcemains, pressure water pipes, reservoirs, pump stations, and water and wastewater treatment processes.Utilizes advanced engineering mathematics to make accurate and complete computations and studies for both pressure and open-channel hydraulic flows.Acts on behalf of the City Utilities Department in meeting with, and resolving engineering problems with, project contractors, engineers, property owners, and developers.Serves as project manager on utility engineering design and construction projects as required.Serves as senior project manager on utility engineering design and construction projects.Serves as coordinator with the Planning Department to facilitate Utility planning and construction.Assists in the preparation of departmental annual budget estimates as required.Supervises the work of a division; may supervise professional and paraprofessional level engineers, inspectors, and technicians.Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to optimize division efficiencies and effectiveness.Represents the City at Planning/Transportation Commission meetings, City Council, or other public meetings.Performs related duties as required.QUALIFICATIONSKnowledge of:Application of civil engineering principles to the design, construction, and inspection of wet utilities, and related public improvements and appurtenances.Drafting and mapping principles and techniques.Surveying methods.Principles and practices of utility engineering or planning.Principles and practices of grading and drainage design and construction.Hydraulic modeling software, for both gravity and pressure conditions.Construction practices for wet utilities, including pipe and reservoir construction, placement of concrete and reinforcing steel, and water and wastewater treatment facilities.Legal and regulatory requirements governing the treatment of water, wastewater, and reclaimed water.Mathematical principles.Principles and practices of record keeping and report preparation.Principles of supervision, training, and performance evaluation.Principles and practices of water or wastewater utility operations.Principles and practices of budget preparation and administration.Occupational hazards and standard safety precautions.Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.Ability to:Supervise and train professional and paraprofessional engineering personnel.Prepare plans, specifications, and technical reports.Prepare and write clear and comprehensive reports.Maintain records and files.Oversee and participate in the provision of a high level of customer service to internal and external customers.Respond to requests and inquiries from the general public; tactfully and courteously represent the Department during public contacts.Read and interpret maps, plans, sketches, schematics, diagrams, and blueprints.Operate office equipment including computers and supporting word processing, spreadsheet, and database applications.Demonstrate an awareness and appreciation of the cultural diversity of the community.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective relationships with other employees, outside agencies, and the general public.Education/Training:A Bachelor's degree from an accredited college or university with major course work in engineering or a closely related field.Experience:Five years (full-time equivalent) of experience involving design, construction, inspection, and surveying of private development and public works projects, including three years (full-time equivalent) of increasingly responsible experience in water or wastewater utility administration/engineering, and increasingly responsible supervisory experience.License and Other Requirements:Registration as a Professional Civil Engineer with the State of California.Applicants must possess a valid California driver's license at the time of selection.NOTE:
