Introduction

The Maryland Public Service Commission’s (“MDPSC”) Office of General Counsel seeks a full-time Attorney to provide legal and policy advice to the Commission on a wide array of matters related to the regulation of gas, electric, transportation, telecommunications and other industries.

To provide assistance, legal and policy advice to the Commission and represent the Commission in connection with legal proceedings involving the Commission which are pending in State or Federal Courts or before certain Federal agencies or the General Assembly.POSITION DUTIES

Candidates Must Hold a Juris Doctorate Degree From An ABA-accredited Law School, Be Admitted To The Maryland Bar, And Have Two Years (level I) Or Three Years (level II) Of Legal Experience. Excellent Writing, Verbal, And Communications Skills Are Required To Perform The Duties Of This Position, Which Include:Providing analysis, advice and support to the Commission on matters pending before it and on matters before other State and federal regulatory agencies;Reviewing, evaluating and providing analysis of applications, transactional documents, testimony and pleadings submitted to the Commission;Preparing draft Commission orders;Providing oral and written briefings on matters of interest to the Commission;Litigating cases in State and federal courts, and appearing before the federal regulatory agencies;Other duties as assigned.MINIMUM QUALIFICATIONSAssistant General Counsel IMinimum QualificationsEducation:

A Juris Doctorate degree or equivalent degree from an ABA-accredited school of law.Experience:

Two years of legal experience.Notes:

Must be a member of the Maryland Bar at the time of the appointment.DESIRED OR PREFERRED QUALIFICATIONSExperience in Administrative law, utility regulation, including practice before a regulatory utility commission, trial and appellate litigation experience, and practical knowledge of State personnel law and the State procurement process.Background in economics, business, accounting, environmental law or engineering.Proficiency with Lexis (or other online legal research tools), and Microsoft Word is desirable.LICENSES, REGISTRATIONS AND CERTIFICATIONSCandidates must hold a Juris Doctorate degree from an ABA-accredited law school and be admitted to the Maryland Bar.SELECTION PROCESSPlease make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment.
