Federal Reserve Financial Services (FRFS) delivers a suite of payments services to financial institutions via FedLine® Solutions, Fedwire®, National Settlement Service (NSS), FedCash®, FedACH® (Automated Clearing House), Check Services, and the FedNow® Service. In 2020, we undertook a strategic effort to transform FRFS from a product and support office framework to a national, enterprise-focused organization. The enterprise structure integrated the prior retail, wholesale, cash, and customer relations product and support offices into a new organization, which was further joined by the FedNow team in early 2024. As a Federal Reserve System National Business Line, it is standard practice to post FRFS positions in all twelve Districts to provide transparency and equitable opportunities for all FRS employees to apply. Internal candidate(s) selected for this position will remain employed by their current employing District and serve as an employee of FRFS. The selected candidate's new job title and associated pay range will be determined by the employing District and will continue to be subject to the employing District's people policies and practices (i.e., remote/hybrid work posture, etc.).

Position Summary:

The FinOps Engineer performs a critical role in adoption of the FinOps practice within this business line by analyzing cloud spend, identifying potential cost savings, defining follow-up activities, and increasing productivity. Responsible for driving optimization through discovery, development, and sharing of cost-saving opportunities e.g., translating financial insights into actionable recommendations. This role will partner with key stakeholders throughout the FRFS to help understand their cloud usage patterns, identify cost drivers, and assist them in implementing strategies to enhance cost efficiency. As a key contributor to the Cloud transformation journey, this role will be vital to bridge the gap between finance, operations, engineering, and product who will be leveraging Cloud technology.

Key Responsibilities:
  • Solve business problems through innovation, automation, and cloud engineering best practices.
  • Assist the FRFS with their cloud budget and forecast, analyzing, and optimizing their cloud spend.
  • Drive optimization through discovery, development, and sharing of cost-saving opportunities e.g., translating financial insights & your cloud knowledge into actionable recommendations.
  • Facilitate conversations across the FRFS enterprise between finance, operations, product, and development teams to ensure everyone understands the impact of cloud costs on the organization's bottom line.
  • Work to gather business requirements, identify any capability gaps, help inform roadmaps, and implement solutions.
  • Create and rollout FinOps content to assist with the rollout and adoption of FinOps to the FRFS enterprise.
  • Partner with System FinOps to ensure adherence and implementation of system standards and tooling.
  • Evaluate tagging standards and strategies and work to ensure proper cost allocation that will enable better visibility and accountability, allowing stakeholders to manage their cloud spending effectively.
  • Work with development teams to understand the opportunities to implement auto-scaling mechanisms, ensuring resources are automatically adjusted to match real-time demand and prevent overprovisioning.
  • Create financial and usage dashboards for budget, forecast, tagging and related FinOps centric KPI's and SLA analytics and reporting requirements.
  • Research and identify cloud cost optimization and opportunities as part of a continuous improvement model.
  • Drive optimization through discovery, development, and sharing of cost-saving opportunities e.g., translating financial insights into actionable recommendations.
  • Produce measurements, reports and recommended improvement plans for financial excellence in the cloud.
  • Create custom reports giving personalized recommendations to customers based on budget, best practices, timeline, and goals
  • Create cost and usage analysis, trending and forecasting reports, buying strategies, and best practices for cloud adoption
  • Stay educated on the latest cost optimization strategies and technologies; gather insights and develop new opinions and strategies around cloud optimization and present solutions to all levels of leadership.
  • Participate and/or conduct knowledge sharing sessions with your team and/or our business partners.
  • Act as a FinOps SME to develop best practices and usage examples
  • Prepare monthly slide decks for Cloud Finance/Cost Optimization for all FRFS Cloud customers inclusive of Products/Product Lines & Platforms.
  • Research and identify cloud cost optimization and opportunities as part of a continuous improvement model.
  • Drive optimization through discovery, development, and sharing of cost-saving opportunities e.g., translating financial insights into actionable recommendations.

Education: Bachelor's Degree in business, finance, IT, or analytics preferred or equivalent experience

Experience: 4+ year's experience in a public cloud environment preferably in Cloud FinOps/Cloud Spend optimization

Qualifications:
  • Apptio Cloud Ability, Cloud Health
  • Tagging standards and best practices
  • AWS Trusted Advisor
  • AWS EC2, RDS, Autoscaler, etc.
  • Container technologies (preferably Fargate/Docker)
  • AWS QuickSight and/or Cloud Intelligence Dashboards
  • AWS Cost Explorer and other AWS Cost Management tools
  • Cloud Architecture in AWS
  • Familiarity with multiple modern programming languages (e.g. Java, Python) is a plus building API in Cloudability, BI Tool experience
  • FinOps Practitioner Certification required or willing to obtain
  • AWS Cloud Practitioner Certification required or something comparable or higher
  • FinOps Professional and/or advanced AWS certifications a plus
