Defense Travel Systems Administrator
Scope:
Defense Travel System (DTS) support. Travel management, analysis, and Individually Billed Account (IBA) management are the primary focus of this program. Contracted services in support of the DTS and Government Travel Charge Card (GTCC) programs are key. These contract services include communicating with Government travelers on travel related issues, managing day-to-day operations of the travel program and providing support for the Travel Card Program in compliance with the Department of Defense (DoD) Joint Travel Regulations (JTR), DoD Financial Management Regulations (DOD FMR) and GTCC instructions. The NIOC enterprise has more than 2,000 travelers who generate approximately 3,300 authorizations and vouchers with amendments annually, and over 2,000 GTCC holders.
Specifically, you will:
provide DTS administration and liaison services and support to NIOCH and six subordinate units.provide support to the DTS Travel Administrator (DTA) and provide advice, guidance, and support to the commands, verifying Regulations (JTR), and applicable policies and procedures.provide assistance with pre-travel arrangements, non-DTS Entry Agent (NDEA) functions, identifying discrepancies in travel program and funding reports, and answer traveler questions.provide assistance in responding to mandatory reporting to include, but not limited to, DTS Reports: Approved Status, Signed Status, Unsubmitted Vouchers (USVs), Compliance Tool Errors, Improper Payments, Separation of Duty (SOD), etc. In addition, will assist with GTCC Delinquency Reports, Unmatched Transactions (UMTs), Negative Unliquidated Obligations (NULOs), etc.provide assistance with audits and research of the travel program.review the reports for positive and negative trends with findings provided to the NIOCH Comptroller department.verify changes to the GTCC program to verify that proper charges are applied and vouchers have been settled.assist the Debt Management Monitor (DMM) with researching indebtedness collection actions.assist the Travel Program Assistant with reconciling DD577s, Appointment/Termination Letters, and training certificates for Budget Defense Travel Administrator/Financial Defense Travel Administrator (BDTA/FDTA), Approving Official (AO), Agency Program Coordinator (APC) and other roles that require an appointment. Will assist with reconciling travelers that need to be gained or detached from the command, along with required documents (training certificates, Statement of Understanding (SOUs), etc. In addition, will assist with converting hard copies to soft copy files.provide a monthly report of changes to policy and regulations that govern DTS and GTCC management, as well as changes in JTR, DOD FMR and other travel policy.provide assistance with pre-travel arrangements, NDEA functions, identifying discrepancies in travel program and funding reports, and answer traveler questions as they occur.research and prepare draft responses to data calls.provide assistance with audits and research of the travel program.research and prepare reports that document the trends related to delinquencies, USVs, UMTs, NULOs, and travel execution verse spend plans. Make recommendations on root cause analysis.inform AOs on GTCC program changes and verify that proper charges are applied and vouchers have been settled.research and draft reports that assist the DMM with DUE US actions.provide a report on reconciliation of Key Supporting Documents (KSDs), which include but are not limited to, (DD577s, Appointment/ Termination Letters, and training certificates for BDTA/FDTA, AO, APC and other roles that require an appointment). Determine through provided manning reports if travelers need to be detached or gained in DTS and Citi. Identifies documents that no longer need to be retained and will convert hard copies to soft copy files.Quaifications:
3+ years of practical hands-on experienceExperience in DTS and GTCCDemonstrated knowledge of JTR, DOD FMR, Travel PoliciesKnowledge of the interface between DTS and the official accounting system (SABRS)Functional experience with Microsoft Outlook, MS Word, MS Access and MS Excel applications.Understanding of business process maps (normally in flowchart format) and supporting documentation.Must be a S. citizen and shall be fluent in the English language.
