The University of St. Thomas (UST), a private Catholic University committed to the liberal arts and the religious and intellectual tradition of Catholic higher education, located in Houston, Texas, near the vibrant central business district, Texas Medical Center, and museum district, is currently seeking an experienced professional to serve as its next Director of Procurement.
Summary:
This is the first level in the Procurement Manager job ladder. Responsible for supervision of a small or medium scale homogenous department or larger process area whose members perform like activities. Positions at this level may spend a portion of time performing individual tasks related to the department; however supervisory activities must be the primary function. Typically supervises a staff of 4 or more support and/or professional staff.
Essential Duties and Responsibilities:

Provide overall administration and management of the Purchasing team.
Responsible for performing various purchasing duties in order to procure goods and services necessary for the operation of the University's teaching, administrative, and research function.
Train, direct, and manage University personnel involved in the procurement process.
Coordinate and execute all sealed bid projects for the purchase of goods and services. Advise and assist university personnel in the writing of competitive bid specifications.
Actively participate in the procurement process as needed and required on a daily basis.
Receive and screen telephone communication with vendors and university personnel involved in the procurement cycle.
Review and determine acceptable price quotes and follow up to complete purchases.
Manage annual inventory, prepare and oversee annual budget and perform annual evaluation of staff responsibilities.
Refer pertinent information to university administration and coordinate work with other campus departments.
Responsible for reports and/or records of a recurring nature.
Supervisory Responsibilities:
Incumbents in this classification have the authority to perform or effectively recommend these actions: hire, transfer, suspend, promote, discharge, assign work, reward, discipline, direct the work of other employees and adjust grievances.
Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education/Experience:
BA or BS with six years of related work experience. Responsible supervisory work for an institution of higher education is desirable.
KSA's:
Familiarity with automated purchase requisition/purchase order solutions.
Familiarity with on-line e-procurement platforms.
Familiarity with buying co-ops.
Certifications:
Certified Public Procurement Officer is preferred, but not required.
