The Peralta Community College District is a two-year college system, dedicated to providing comprehensive educational and community services to the communities it serves, including the cities of Albany, Alameda, Berkeley, Emeryville, Oakland and Piedmont California. The District enrolls over 25,000 students in a broad range of transfer and occupational curricula. The colleges in the District include College of Alameda, Laney College, Merritt College and Berkeley City College, which operate under the governance of a seven- member Board of Trustees and are administered by a Chancellor/Superintendent.

Job Description Summary

This is a confidential position. Confidential employees are not represented by Collective Bargaining Agreements.

This will be a short-term assignment for 6-7 months in duration.

Under general direction of the Director of Human Resources, the Human Resources Generalist performs professional-level work in the analysis, research, preparation and monitoring of personnel transactions and employee leaves of absence.

Duties & Responsibilities

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions required for the position.• Reviews and monitors academic (faculty and management) personnel transactions for regular and temporary employees, including coordination and follow up with managers, supervisors, candidates, and others as necessary to ensure timely completion of employment actions.• Performs research and other work related to a variety of employee-employer relations matters, negotiations and collective bargaining agreements, and maintains confidential files.• Acts as an information resource to managers, supervisors and employees regarding human resources rules, regulations, policies and procedures, and collective bargaining provisions.• Accurately enters new employee data and personnel transactions into the Human Resources Information System (HRIS) and Student Administration database modules.• Conducts orientations for new employees; completes the hiring process by briefing new employees/candidates and assuring that all forms are properly filled out and submitted.• Performs salary placement evaluation for faculty employees, and prepares salary action.• Prepares step increments for faculty employees who are eligible, and posts changes.• Determines and recommends salary upgrade evaluation and prepares salary action if applicable, and distributes copies.• May maintain the Faculty Seniority List.• Coordinates equivalencies and equivalency files.• Inputs and updates credential and faculty service area (FSA) information.• Processes Leave Banking requests.• Conducts research, analyzing statistical data, and prepares reports relative to the negotiation of Collective Bargaining Agreements related to academic matters.• Interprets rules, regulations, policies and provisions of collective bargaining agreements to managers, supervisors and employees.• Establishes and maintains complex, interrelated administrative and confidential filing systems and records.• Collects and compiles statistical data and other information for inclusion into special and periodic reports.• Assists with special projects as required by the Director; provides backup to other Generalists as needed.• Assists in planning and conducting training workshops and activities.• Performs other related duties as required.

Minimum Qualifications

1. Equivalent to graduation from an accredited college or university and two (2) years of increasingly responsible experience in personnel/human resources; or an equivalent combination of training, education and qualifying experience, which demonstrates the skills and ability to perform the essential functions of the position.

2. Must possess the ability to interpret and apply a variety of laws, rules, policies and procedures related to human resources administration.

3. Must be able to type accurately from clear copy. Possess demonstrated proficiency in the operation and use of personal computers utilizing word processing, spreadsheet and database management software programs (e.g., MS Office Suite: MS Word and Excel), the Internet browser, websites and e-mail. A word processing and/or spreadsheet skills assessment may be given.

4. Demonstrate proficiency in English usage, report writing and customer service techniques.

5. Must be able to meet deadlines and work under pressure, including the ability to perform and complete a high volume of work assignments with speed and accuracy, work cooperatively with others and meet the public, employees and managers, showing courteousness and a high level of professionalism.

6. Demonstrated proficiency in using online HRIS (such as Oracle/PeopleSoft or similar systems).

7. Must demonstrate the ability to maintain confidentiality at all times, handle personnel matters effectively, and handle employee and public personnel inquiries with sensitivity, tact and diplomacy.

8. Applicant must have demonstrated cultural competency, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college staff, faculty, and students.

Desirable Qualifications• Four (4) years of professional-level experience in the human resources field.• Society for Human Resources Management (SHRM) or other certification in Human Resources.• Professional experience in handling personnel transactions.• Human resources experience in an educational or public sector environment.• Experience screening applications for minimum qualifications.• Experience with Oracle/PeopleSoft, Banner, Datatel or similar Enterprise Resource Planning (ERP) system.•

CONDITIONS OF EMPLOYMENT

REQUIRED FOR ALL EMPLOYEES

PCCD COVID-19 Vaccination Requirement Policy:Covered IndividualsAll District employees are required, as a pre-condition and condition of employment, to furnish to Human Resources proof of full COVID-19 vaccination (as defined by the Center for Disease Control (CDC). All other covered individuals are also required to provide the same proof of vaccination as required by employees.

Acceptable proof of COVID-19 vaccination consists of:A dated copy of the individual's CDC COVID-19 Vaccination Record Card.A dated and signed letter from the individual's licensed care giver.Copy of the official Personal Digital COVID-19 Vaccine Record from the California Department of Public HealthProof of vaccination shall be provided no later than October 7, 2021.

Covered individuals who received approved declination/exemption pursuant to section (II) below must abide by masking and weekly COVID-19 testing requirements described in section (III).

COVID-19 Vaccination DeclinationCovered individuals are allowed to decline COVID-19 vaccination for: (a) medical, (b) disability, and © religious grounds. Employees may also receive a deferral based on pregnancy. Employees declining to show proof of COVID-19 vaccination must provide the approved PCCD COVID-19 Vaccination Declination Form to Human Resources. 1

PCCD retains the right to require documentation substantiating eligibility for declinations.

A covered individual with approved declination/exemption or deferral from vaccination shall abide by masking and weekly COVID-19 testing requirements described in section (III) below.

Masking and COVID-19 TestingCovered individuals must at all times while on PCCD-controlled property wear face masks that fully cover both mouths and noses in accordance with mandates by the State of California and/or Alameda County and the District's COVID-19 Prevention Plan.

Also, covered individuals with approved exemptions must provide weekly proof of a negative COVID-19 Test to the District Administration. Covered individuals with approved exemptions and who fail to comply with the PCCD masking and testing requirement are subject to corrective action by the District, including disciplinary action consistent with applicable employee collective bargaining agreements or student standards of conduct. District Administration will provide weekly lists to the responsible District manager of individuals who must provide proof of weekly testing.

Acceptable proof of negative COVID-19 testing consists of:A dated copy of negative COVID-19 test results. 2or

A dated and signed letter from the employee's licensed caregiver.

Employee receiving a deferral must provide proof of COVID-19 vaccination at the time of their return to work from maternity leave or submit a COVID-19 Declination Form and comply with the mandatory masking and testing protocols.2

Employees receiving a POSITIVE COVID-19 test will not be allowed to report to work on any PCCD-controlled property, must follow CDC quarantine guidelines, and be followed by a Certified PCCD COVID-19 Contact Tracer.

Tuberculosis Examination: Prior to employment, the successful candidate will be required to submit evidence (either skin test or X-ray report) of being free of tuberculosis within the past sixty (60) days. The TB test is a condition of employment and any expense must be borne by the successful candidate.

Fingerprinting Requirement:

As a condition of employment, all employees working for community colleges in the State of California are required to be fingerprinted within the first ten (10) working days of the date of employment pursuant to Education Code Section 88024. The District Office of Human Resources processes fingerprints electronically. During the employment intake process, new employees will be given information to have their fingerprints taken at another location.

Immigration Requirement: According to the Immigration Reform and Control Act, the Peralta Community College District is required to verify that all new employees are:

1) A citizen or national of the United States;

2) An alien lawfully admitted for permanent residence in the United States; or

3) An alien authorized by the U.S. Citizenship and Immigration Service to work in the United States.

All new employees are required to complete and sign a verification form and provide documentation attesting that he/she is a United States citizen, national, or an alien lawfully authorized to work in the United States.

District Policy: A Social Security Card will be required following selection and prior to completion of the hiring process. The employment process cannot be completed without a copy of the Social Security Card on file in the Office of Human Resources.
