This position is responsible for overseeing the sourcing, purchasing, and negotiation of goods and services necessary for the MSTS/NNSS operations. This role demands strategic thinking, strong negotiation skills, and a deep understanding of DOE M&O prime contract requirements and the federal acquisition regulations to optimize procurement strategies and drive cost and schedule efficiencies.Key ResponsibilitiesLead and direct a procurement team consisting of 4-5 procurement supervisors and 35-40 Procurement Specialists with an annual procurement spend of approximately $350M.Direct the daily operations of MSTSs procurement activities, ensuring goods and services are procured in a timely and efficient manner in accordance with prime requirements and MSTS policies and procedures.Act as senior level advisor to peers and management team on procurement issues that affect company performance and business relationships.Be a strategic leader by establishing team direction, schedules, and key objectives with a focus on driving excellence among the teams.Develop and implement procurement strategies to optimize cost savings and drive operational efficiency and reduce cycle times.Oversee the procurement process, including requisition, sourcing, negotiations, purchasing, and delivery.Collaborate with internal stakeholders to understand their procurement needs and requirements.Lead and mentor the procurement team, providing guidance and support to achieve departmental goals.Identify key areas of improvement to drive continuous progression in all business metrics.Accomplish and execute procurement staff results by communicating job expectations per leadership direction and strategy plan; planning, monitoring, and appraising job results; coaching, counseling, and disciplining employees; developing, coordinating, and enforcing systems, policies, procedures, and productivity standards.Establish goals by gathering pertinent business strategies, operations, financial, customer service, and data information; identifying and evaluating trends and options; choosing a course of action; defining objectives and follow-ups; evaluating outcomes and driving procurements to execution.Provide technical guidance and review approval on preparation, solicitation, negotiation, award and administration of procurement documents and coordinate procurement activities with the requesting organization.Proficient in procurement process, applicable laws, commercial conditions, economic climate, and other factors that affect the purchasing of materials, equipment, and services.Interact frequently with Supply Chain Management team and other MSTS Leadership in planning, organizing, leading and effective communication.Create an environment and culture where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues in a swift and efficient manner.Drive positive culture change, accountability, and continuous improvement.Promote organizational learning concepts and provide leadership that encourages continuous improvement.Perform other duties as assigned.

Qualifications:

Bachelor's degree in related field, or equivalent training and experience, plus a minimum of 17 years of related and progressively responsible experience.Desired: 15+ years of leadership experience in a Procurement/Supply Chain Management environment.Extensive experience with FAR and DEAR.DOE or Goverment experience required.Previous Management experience required.Previous experience leading and mentoring subcontracts teams required.Extensive supply chain operations management experience with a best-in-class organization.Full experience in Procurement or Supply Chain Management with knowledge and skills sufficient to develop, schedule, coordinate, and implement programs and processes in areas of responsibility.Must possess excellent oral and written communication skills to effectively interface with all levels of the organization and conduct oral presentations to senior managers, committees, or large gatherings as necessary.WE VALUE

The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.Work schedule will be 4/10s Monday through Thursday (subject to change).Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.Must have a valid drivers license.MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Annual salary range for this position is:

$178,068.80 - $289,369.60 .Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
