Introduction
This executive service position serves at the pleasure of the appointing authority.
The Office of Personnel Services and Benefits (OPSB) serves as the chief human resources (HR) agency and personnel policy manager for the State of Maryland. OPSB directs human resources and employee management services and policies, administers healthcare and insurance programs, and partners with Executive Branch agencies to facilitate recruitment and hiring. The Chief HR Officer of OPSB is an executive leadership role within the Maryland Department of Budget and Management (DBM), reports directly to the DBM Secretary, and leads a staff of approximately 130 employees. The Executive Branch workforce comprises 64 State agencies and approximately 39,000 State positions under the umbrella of the State Personnel Management System (SPMS).

LOCATION OF POSITION
The position is located at 301 W. Preston Street in Baltimore, MD, but may work a hybrid telework schedule.
POSITION DUTIES
The ideal candidate must be able to lead the transformation of the State's human resource practices and policies and assist in the Moore-Miller Administration's priority to rebuild state government. The selected candidate must embrace the Moore-Miller priorities of being responsive, innovative, and willing to challenge the status quo. The selected candidate must be adaptable and capable of leading Executive Branch agencies in their work to recruit, develop, and train a diverse and high-performing workforce that meets the needs of the citizens that we serve. The selected candidate will display initiative and the critical thinking skills necessary to ensure that the State is the employer of choice and attracts individuals who are passionate about public service.
The selected candidate must be collaborative in the creation of policies and procedures that address the employment life cycle. The selected candidate must be an innovative strategist and leader, be analytical and data-driven when developing and implementing new policies and procedures to attract and retain candidates to State government, identify HR efficiencies, and streamline HR functions. The selected candidate must be willing to identify and develop initiatives to support and engage existing employees, and develop and implement targeted recruitment strategies to ensure a robust and diverse applicant pool.
The position requires the ability to forge strong working relationships with agency representatives and our union partners. The essential responsibilities of this position include: Oversees seven functional divisions within OPSB: Employee Benefits, Employee and Labor Relations, Classification and Salary, Personnel Services, Recruitment and Examination, Shared Services, and Contract Management. Provides authoritative guidance and direction to agency executives, managers and professional staff on a wide range of complex HR and labor relations matters. Testifies at hearings in front of members of the Maryland General Assembly and in other fora on matters related to the SPMS. Serves as a principal advisor on HR to the DBM Secretary and other high-level executives.
MINIMUM QUALIFICATIONS
Minimum of 10 years of professional HR experience.
At least five years of supervisory experience in a large organization.
Excellent oral and written communication skills.
Demonstrated ability to work under tight timelines and with all levels of management,
staff, and exclusive bargaining representatives.
DESIRED OR PREFERRED QUALIFICATIONS
Demonstrated ability to exercise sound judgment and maintain confidentiality.
Knowledge and thorough understanding of Maryland HR statutes and regulations.
Professional Human Resources Certification through SHRM or HRCI. Private sector HR experience.
Experience working in a collective bargaining environment.
