Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-1702-05/06/07 TRAINING TECHNICIAN (TITLE 32), Position Description Number D2220000 part of the MO Directorate of Plans Operations and Training. APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a bargaining position. Responsibilities Assists in establishing training plans and programs for the directorate, considering training directives and materials issued by higher headquarters. Works with unit training to provide technical guidance and instructions on the implementation of established training plans and programs. Reviews training plans and programs of subordinate headquarters; and makes recommendations to improve the quality of training and to ensure compliance with directives from higher headquarters. Assists with the Command Inspection Program and monitors unit performance levels. Conducts regular evaluation of unit training programs to ensure unit readiness. Assists with unit training inspections and staff visits and analyzes reported information; monitors unit training for achievement of training objectives and goals; and, when needed, seeks guidance or recommendations to improve training. Researches, compiles, and maintains detailed information concerning general support training courses and facilities; researches and maintains training course information to support mandatory personnel training. Achieves and maintains a working knowledge of the Army Training Requirements and Resources Systems (ATRRS) and non-ATRRS schools and courses, understanding their purpose and special prerequisites. Researches school locations, requirements, and required course progression sequence; and recommends breakdown of quota allocations. Assists in coordinating the use of training areas, ranges, and other facilities with both internal and external organizations and monitors unit's use of training assets and unit's performance standards. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate will be required to be in a compatible military assignment prior to effective date of placement. Selected candidate must be MOS qualified within 12 months from date of appointment. Maximum Military Grade - SSG (E-6) Supervisor must verify that selected individual occupies a compatible military position. Title 32 employees will not be militarily senior to their full-time supervisor or wage leader (grade inversion). GENERAL EXPERIENCE: Must possess one year on-the-job experience; education and validated understanding of the basic principles and concepts of this position; experience, education, or training that demonstrates your ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform and learn to perform the duties of this position. GS-07 SPECIALIZED EXPERIENCE: Must possess 12 months of specialized experience that demonstrates your ability to assist in establishing training plans and programs, considering training directives and materials issued by higher headquarters; work with unit training personnel who are seeking technical guidance and instructions on the implementation of established training plans and programs; review training plans and programs of subordinate headquarters; and make recommendations to improve the quality of training and to ensure compliance with directives from higher headquarters. Basic knowledge of Army vision, values, organization, policy, and mission is mandatory. Experience conducting, supervising, or developing education or training programs; working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentation, educational tests and measurements, and instructing techniques; scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. GS-06 SPECIALIZED EXPERIENCE: Must possess 9 months of specialized experience that demonstrates your ability to assist with the management of firing ranges, and training and bivouac areas; prepare lesson plans and organize periods of instruction for use and operation of a simulation center; prepare charts, map overlays and graphics required for operation and management of facilities; and gather data and prepare and submit reports. Experience conducting, supervising, or developing education or training programs; working programs to include developmental education, voluntary education, advanced academic education, promotion testing, and libraries; knowledge of audio-visual presentation, educational tests and measurements, and instructing techniques; scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. GS-05 SPECIALIZED EXPERIENCE: Must possess 6 months of specialized experience that demonstrates your ability to conduct or develop education and training programs; perform audio-visual presentations, educational tests and measurements, and instructing techniques; schedule training events and facilities; and provide support with assistance visits and training meetings. This position may be filled at the GS-05 or GS-06 trainee grade or the target grade of GS-07. An applicant who is selected at one of the trainee grades will have potential for promotion to the target grade of GS-07 without further competition. Promotion to full operating/journeyman level will be made after qualifications and eligibility requirements have been met and the incumbent is performing at the higher level in a satisfactory manner. Education Must possess high school or general equivalent degree. An undergraduate academic degree, with courses in education, English grammar and composition, speech, psychology, guidance, and sociology; or social and behavioral sciences is desirable.
