Job Description:

Plans and implements activities related to the procurement of raw materials, goods, and services. Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Approves and qualifies vendors, obtains quotes, examines bids and makes awards. Follows up on all awards through completion of order. Negotiates with suppliers and analyzes suppliers’ operations to determine factors that affect prices and to determine lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, and maintains necessary records. May prepare request for proposals (RFP) and bid packages. Negotiates and settles with suppliers regarding damage claims, rejections, losses, return of materials, over-shipments, cancellations, and engineering changes. Follows applicable anti-corruption ethics, laws, and regulations.

Essential Functions:

Direct, coordinate and supervise all the procurement functions within the Purchasing Department. This includes but is not limited to:

Support Sales with the preparation of proposals for customers

Assist buyers in the execution of their daily work including resolving issues with delivery, quality, and invoice discrepancies.

Identify and implement plans to reduce material costs (PPV)

Actively support the development of Lean process and procedures to drive down lead-time and improve quality and efficiencies within the organization.

Ensure Suppliers meet program requirements including appropriate flow downs required on Purchase orders.

Develop and maintain effective processes for driving material to support product line requitements for price and delivery.

Conduct periodic status meetings as required, for communications between functional and cross-functional areas.

Ensure appropriate purchasing tools are compliant and properly utilized to meet all established work objectives. Interface with other departments as required to control and coordinate workflow.

Ensure appropriate compliance for maintaining AS9100 certification.

Train and develop personnel to maintain a high level of quality and competence. Give prompt attention and handle complaints and grievances within the limits of established policy.

Perform other related duties as assigned.

Qualifications:

Bachelor’s degree and minimum of 9 years prior related experience. Graduate Degree with a minimum of 7 years prior related experience.

Experience in Purchasing, inventory, Planning and MRP systems

Experience working with lean manufacturing processes and principles

Strong planning, analytical and networking skills required

Familiar with the transmission of technical data using secure mail

Experience with ITAR and EAR99 part classifications during PO placement

Strong negotiations skills

Excellent interpersonal and strong verbal and written communication skills

Works well with management, peers, and subordinates

Experience supervising, coaching, and developing staff

Microsoft Word, Excel and PowerPoint, Outlook E-mail, Costpoint

Small business Plan preparation a plus
