QSI is seeking a Contract Administrator to support our government client in Washington, D.C. The position of Contract Administrator requires expert level knowledge in acquisition regulations, basic contract terms and conditions, order procedures, proposal preparation, negotiations, and basic contract/order administration. The Contract Administrator must coordinate with the Contract Program Manager on all reporting requirements.
You must have an active Secret security clearance.

Duties/Requirements/Qualifications
Qualifications:
Possess thorough knowledge of federal acquisition principles and contracting lawKnowledgeable in advising senior level management on acquisition related subjects and liaising with contracting officesPossess thorough knowledge with pre and post award acquisition support functionsExpertise in interpreting and applying complex regulatory materialAnticipated Duties/Tasks:
The Contract Administrator shall perform all duties required including, the following:
Provide expert advice on acquisition policies, regulations and procedures to the Acquisition Team, Contracting Officer (CO), COR, Project Managers and other DOS Management;Utilize DOS systems including, but not limited to, ARIBA, G-Invoicing, ILMS, GFMS, and GSD Tracker to enter and retrieve data with the permission of the Government.Pre-Award Support (for procurement other than PSS)
Provides advisory assistance to the Technical Evaluation Team (TET) to include participating as an advisor and non-voting member on the TET and assisting in the preparation of the TET report;Conducts market research;Supports ICGE determinations;Assist in drafting Statements of Work and other procurement-related documents;Coordinate with any other acquisition support members.Post Award Administration
General Administrative-related activities, including but not limited to the following:
ProtestTransition oversightTransition oversightRespond to Congressional inquiriesPreparing and completing modificationsMonitor burn ratesWork in close coordination with Program Manager on contract guidanceSupport and coordinate contract briefingsSupport and coordinate periodic meetings with internal and external stake holdersAssist the DOS in performing quality assurance surveillance functions and supportthe COR, as required, by providing advice, recommendations, and documentationWork with staff on contract close outsFollows best Procurement PracticesPrepares and Analyze CPARS evaluations.
Assists with the preparation of periodic COR reports for each supported contract, and generates special reports, including IAAs, when necessary;Leads and Assists with the preparation of COR reports for VO contracts, and generates special reports when necessary;Maintains a centralized file of all appropriate and required acquisition documents; andOther duties as assigned.Compliance
Supports and coordinates the planning and development of acquisition based guides, templates, and instructions on preparing required contracting documents as needed;Supports and coordinates with developing procurement SOPs;Advises and coordinates policy changes;Supports and participates in contract file reviews; andSupports and coordinates site visits for contract compliance and analytical studies.Education / Experience Required
Bachelor's Degree (advanced degree preferred), and/or;Five (5) years of general office experienceFive (5) years of experience with federal acquisition with direct knowledge and understanding of contract regulationsFive (5) years of demonstrated ability to communicate orally and in writing in an office environmentFive (5) years of developing, integrating, and implementing acquisition solutions for diverse, highly complex requirements across multiple areas and disciplines
