Overview

We are currently seeking an Agile SAFe Product Owner to support the Mission Assurance Decision Support System (MADSS) program for the Naval Surface Warfare Center Dahlgren Division A-Department.

Responsibilities

Essential Functions/Job Duties:

The Product Owner (PO) will help to define and manage highly technical work for Agile Scrum Teams:

Work alongside a Scrum Master and team leads to provide Agile guidance to the team.Report to the Product Manager to scope and schedule work for upcoming capabilities of the Product.Working in a SAFe framework the PO will interact with the System Architect and Agile Coach.Read and understand numerous Software Requirement Specifications and MIL-STDs in order to create Epics, Features and Stories that comprise the backlog of work for the team.Demonstrate in-depth understanding of Agile processes, manage and execute backlog refining sessions for sprint teams, and provide recommendations based on metrics evaluated.Work with the Scrum Team for backlog grooming including prioritization. Ensure prioritization of features and capabilities with the customer to ensure higher priority items are identified and implemented first.Serve the Product Manager and Scrum Teams by guiding the team on how to use the agile processes to maximize value delivery through translating the Product Roadmap and Product Vision into minimum viable product increments.Develop and maintain relationships with internal and external customers. Translate customer feedback into business and technical requirements to be added to the Product Backlog.Define acceptance criteria for user stories to ensure that the Scrum Team's output meets customer requirements.Partner with the Scrum Master to perform continual assessment of the maturity of the scrum team and providing coaching and insight in support of greater maturity.Commit to continuous process improvement, including but not limited to active participation in demos and retrospectives and incorporation of lessons learned for future sprints.Identify Planning Increment (PI) ObjectivesTest work items when they reach the corresponding statusSupport feature and validation testing across multiple domainsPerform data analysis for stakeholders and data integration support

Customer Interface Activities:

Interfacing directly with stakeholders, other industry partners, and customers as needed in the execution of essential functions and duties

Essential Physical Tasks:

Qualifications

Discipline(s):

5 to 10 years of systems engineering or product owner experienceExperience in Scrum/Agile Development MethodologiesExperience with Agile tools (e.g. Jira, Azure DevOps, GitLab, etc.)Ability to draft and manage system requirementsDemonstrated ability to identify pursue, and complete program priorities with minimal oversightTimely submissions of contract reporting

Verbal Communication:

Must be able to clearly and adequately communicate needs and requirements to internal staff, customers, and Program Managers in order to adequately form and respond to tasks assigned.

Written Communications:

Responsible for error free written reports and briefing

Flexibility/Schedule:

Std 40Must be able to adjust to changing company, contract, or client response timeline and schedule requests.

Minimum Education Required:

??A Bachelor of Science (BS) degree from an accredited college or university in an engineering, scientific, or technical discipline is preferred, but not required

U.S. Citizenship is required

Security Clearance:

Candidates must have an active Secret clearance. TS/SCI is highly preferred, or an eligible investigation that will allow for a TS/SCI upgrade from a Secret.
