(pop. 362,000) seeks an experienced professional to lead the finance function for the city. Appointed by and reporting to the Mayor, this position is an integral part of the senior team responsible for and committed to delivering a modern and responsive city government. As Chief Financial Officer (CFO) and Finance Director, this position requires exceptional leadership qualities, as it is directly responsible for approximately 600 full-time equivalent budgeted positions. This role involves regular engagement with and presentations to the City Council and the press, so outstanding communication skills are needed. Other core competencies for success in this role include keen financial acumen, informed risk-tasking, and experience as a strategic advisor on financial risks and opportunities.Located along the southern shore of Lake Erie, Cleveland is situated across the Canada–United States maritime border and lies approximately 60 mi west of Pennsylvania. It is the most populous city on Lake Erie and the second-most populous city in Ohio. This port city, connected to the Atlantic Ocean via the Saint Lawrence Seaway, has an economy that relies on several sectors including higher education, manufacturing, financial services, healthcare, and biomedicals. Cleveland is home to several cultural institutions, including the Cleveland Museum of Art, the Cleveland Museum of Natural History, the Cleveland Orchestra, and the Rock and Roll Hall of Fame, to name a few, and three major league professional sports teams – the Cleveland Browns, the Cleveland Cavaliers, and the Cleveland Guardians.The city has a FY2024 total budget of over $1.6 billion and 7,000 full-time equivalent (FTE) positions. The General Fund expense budget is nearly $800 million. In addition, on an annual basis, the city issues $50 – 70 million general obligation bonds.There are 13 Finance divisions, including Administration, Accounts, Assessments & Licenses, Financial Reporting & Control, Purchase & Supplies, Taxation, Treasury, Internal Audit, the Offices of Budget and Management, Capital Management, and Risk Management. The responsibilities of the CFO are broad in scope, require a high degree of financial and administrative experience and discretion, and are evaluated in terms of overall effectiveness.The city has gone through a transformation and is focused on anchoring new behaviors and expectations within the organization. There are several initiatives within and beyond the new 10-year operational strategic plan for which Finance is responsible. As an example, the developing and presenting of the budget for Council approval has been completely overhauled. It is important to be able to effectively implement and drive forward innovation and the change agenda.Qualifications:

Requires a Bachelor’s degree from an accredited college or university in Accounting, Business, Finance, or related field; a minimum of 10 years of progressive finance experience; a minimum of 5 years of supervisory experience; a Master’s Degree is preferred. In addition, the position requires the ability to set goals and develop strategies and schedules for meeting goals; ability to perform duties with tact, discretion, and confidentiality; possess and demonstrate good problem-solving skills and decision-making abilities; ability to relate to and work effectively with persons of diverse racial, ethnic, gender, sexual preference or orientation, religious, and socioeconomic backgrounds.The anticipated hiring range for this position is between $150,000 and $190,000 DOQ.
