Data Governance Specialist II

is responsible for identifying data governance needs and working independently to initiate and advise on policy and resource development that is tailored to specific institutional needs. This position requires a strong background in biomedical research with technical expertise in data governance. The Data Governance Specialist II will build and maintain relationships with subject matter experts and data stakeholders across departments to assess the effectiveness of existing governance practices and identify emerging data governance risks. This individual will also manage the governance initiatives at the enterprise level to promote data governance awareness and consistent understanding of policies and procedures and disseminate domain-specific governance knowledge within the Fred Hutch.At Fred Hutchinson Cancer Center, all employees are expected to demonstrate a commitment to our values of collaboration, compassion, determination, excellence, innovation, integrity, and respect.ResponsibilitiesIdentify areas where data governance processes can be improved and develop strategies to address these issues.Initiate creation of proposed policy, governance procedures or best practices definitions to address needs and concerns in their area of expertise.Interpret and apply relevant policy to support appropriate access and use of data across enterprise data domains.Manage governance functions or initiatives at the enterprise level.Manage governance relationships with external partners when necessary.Provide guidance and recommendations about their area of expertise to members of the organization seeking to address governance concerns.Develop and maintain relationships with subject matter experts and data stakeholders across the organization related to their area of expertise.Perform reviews of access requests for data intensive applications under the purview of the OCDO.Assign roles, provision access, and conduct ongoing user maintenance for data intensive applications under the purview of the OCDO.Document business requirements and data needs (e.g., additional data fields, tables, sources) for data intensive applications or systems and prepare internal data governance requests for escalation through appropriate governance channels with external stakeholders.Responsible for facilitating action items and documentation of requests from other analytics teams across the organization involved in internal data and platform governance group for action.MINIMUM QUALIFICATIONS:BS in information technology, computer science, business analytics, statistics, data science, public health or other related field.Minimum 6 years of experience in data analytics, data management, governance, system administration, research compliance (human subjects/IRB, research integrity, etc.), privacy, security or related disciplines (a Master's degree can substitute for two years of professional experience).PREFERRED QUALIFICATIONS:Experience working with data governance systems and frameworks used in biomedical environments.Experience creating and/or maintaining system administration plans or documentation for systems containing sensitive data.Prior experience overseeing ethical data use (e.g., data privacy, data security, privacy, policy).Demonstrated ability to navigate highly regulated data for research such as HIPAA, GDPR, requiring IRB oversight in restricted environments.Prior application of consent, fairness, privacy, transparency, and accountability principles when managing ethical use of data.Ability to effectively communicate with both functional and technical stakeholders.Please submit your resume/CV and a cover letter for consideration.A statement describing your commitment and contributions toward greater diversity, equity, inclusion, and antiracism in your career or that will be made through your work at Fred Hutch is requested of all finalists.The annual base salary range for this position is from $94,702 to $149,656, and pay offered will be based on experience and qualifications.This position may be eligible for relocation assistance.This position may be eligible for a sign-on bonus.
