Position Summary:HRC's Data and Analytics team ensures that all data, reporting, and analytical needs of the organization are being met. Our investments in data infrastructure in recent years have created a sophisticated and complex data ecosystem, which is the largest in the LGBTQ+ movement. The Data & Analytics team collaborates with and provides strategic advice to numerous departments within the organization, including the Membership & Development team, Campaigns & Organizing team, and the Foundation team.The Sr. Data Manager will manage audience selection and universes for multiple data platforms, including the Voter Action Network (VAN), TargetSmart, Civis and our fundraising database (ROI). They will assist in the management and utilization of data from many sources with the overarching goal of leveraging HRC's 9 million record database to strategically support and fulfill the organization's fundraising and programmatic objectives.Political and Election Work:The Sr. Data Manager will be the lead on supporting the electoral and legislative efforts of our staff across the country by maximizing our use of VAN, TargetSmart and Civis. The Sr. Data Manager serves as a specialist for the VAN platform, helping to manage data between our existing database of record, VAN, and across other outreach tools, including Mobilize, Hustle, Mobile Commons.Provide support and troubleshoot issues with users as well as evaluate new efficiencies in workflow and uses for VAN and other tools.Train HRC staff on VAN policies and best practices, including creating training videos and screen-sharing with staff and/or volunteers.Administer user accounts, including password resets and user permissions.Create survey questions and activist codes for use with Field team scripts, ensuring activist codes and survey questions are consistent across states in the HRC VAN committee.Working with HRC Campaign & Organizing teams, manage voter contact and volunteer organizing universes for multiple states and tools, including targeting and analysis.Develop and execute campaign plans for election cycles.Assist with program analysis and offer strategic recommendations for on-the-ground organizing efforts.Maintain compliance to established standards and practices among organizing staff with the VAN and continue training related to best practices for using the platform and data effectively.Develop and/or maintain reporting on progress to goals.Monitor our overall outreach through the VAN platform ensuring standards and practices are adhered to and staff are appropriately leveraging the platform in their efforts.Create robust post-election analyses, measuring effectiveness of HRC's efforts and provide insights into how HRC can improve efficacy in the future.Assist with output requests, approvals, exports and uploading data as needed.Fundraising & Membership:Serve as a major contributor for direct response data pulls from HRC's membership database of record (ROI Solutions).Help manage the Direct Response program's data request schedule, ensuring timely delivery of data; lead the process in creating and reviewing the requests, as well as assuring the quality of data delivered by reviewing segment counts, samples and output prior to delivery.Review incoming direct response requests, pay close attention to discussions around data, and have a thorough understanding of the data itself; help the team connect the dots between new requests and those previously completed to create efficiencies.Actively participate in Direct Response meetings in which campaign strategies and data needs are discussed and helps translate those discussions into data requests and extract.Adhere to established protocols and standards for data integrity, data quality, data hygiene and overall data management.Work with internal users, the Data Team and the ROI team to ensure that the database is complete and accurate and that data imports, uploads, queries, reports and extracts are performed according to established norms and protocols, including regular data cleansing and maintenance.Help ensure the accuracy of data extracts as part of the Quality Control process, analyze the accuracy and reliability of data outputs and make corrections as needed; and perform data extracts as needed.Work with HRC staff and external partners on the use of HRC's data selection tool, Audience Builder, and ensure data sets are created correctly and meets the needs of HRC.Data Analysis:Work closely with users to identify their business needs in terms of problems and opportunities and develop routines, processes, reports, queries and extracts.Build data sets to support analyses, reports and dashboards that will help drive decision making for fundraising, campaigns & organizing and other HRC departments.Create and present analyses, reports and dashboards to HRC staff and external partners.Data Integration:Serve as a pro-active team member on technical issues regarding member and supporter data - especially concerning types of data to be collected or stored, enhancements to database tools, sweeps & integrations, etc.Leverage the data warehouse (hosted by Civis) to access and manage data across multiple platforms.Diagnose problems as they occur and identify and implement solutions. Work with users and database vendor to identify and implement improvements.Other:Manage temporary employee(s) to support HRC outreach and efforts in election years.Ensure that all their work is documented and assist the team in saving incoming reports, requests, etc.Other duties as assigned.Position Qualifications:At least four to six years related experience in data, data management or data analysis.At least one cycle as a VAN administrator or data specialist working extensively with the VAN.Experience with TargetSmart (or equivalent election-related data) and Civis preferred.Experience in non-profit fundraising, preferably in a highly complex environment within a large non-profit.Proven computer skills including experience with Microsoft Office products (Word, Excel, PowerPoint), knowledge and previous experience with a membership database.Advanced knowledge and proven experience working in Excel and basic knowledge of SQL.Some understanding and experience managing data extracts for fundraising campaigns is preferred.Demonstrated communication and collaboration skills to ensure the Sr. Data Manager can work with staff, volunteers and vendors; understand and interpret user needs; and lend expertise, problem-solving, and creative and analytic thinking to formulate and communicate solutions.Work effectively in a dynamic organizational environment.Strong attention to detail and desire to investigate problems to identify and rectify underlying causes.Ability to multi-task, prioritize and manage time well.Experience training non-technical staff in data best practices and standards.Expertise in using data and technology in support of more than one of the following: electoral campaigns, progressive advocacy, digital and online advocacy, distributed organizing, movement building, and grassroots mobilization.Must be proficient with Microsoft Office applications and Google Apps (Gmail, Google Docs and Drive).Flexibility with work schedule is required; this position requires some evening and weekend work.Commitment to LGBTQ+ equality required.All positions at the Human Rights Campaign may require travel on a regular basis or periodically.
