Lawrence Berkeley National Lab’s (LBNL) Office of the Chief Financial Officer (OCFO) has an opening for a Business Systems Group Manager to join the team.
In this exciting role, you will exercise extensive knowledge and competence managing the OCFO BSG Team. This includes providing leadership and direction by establishing and ensuring adherence to budgets, schedules, work plans and performance requirements, acting as the spokesperson on the OCFO Business Systems solutions, frequently interacting with various stakeholders such as Subject Matter Experts (SMEs), Functional/Department Managers and IT Managers. Additionally, the BSG Manager will contribute to and/or develop and implement organizational strategies, policies and communication plans to ensure BSG services are customer focused, efficient and cost effective.
What You Will Do:
Working under minimal direction, this position exercises independent judgment in choosing and developing appropriate Business Systems solutions with an in-depth knowledge of organizational objectives.
As an expert in Business Systems, having broad knowledge of Office of the Chief Financial Officer (OCFO) Business Systems landscape, this position creates and utilizes formal cross-functional networks of subject matter experts and key decision makers for analyzing and solving significant and unique problems; and applies advanced technical skills, principles and professional concepts in managing highly complex system projects, the failure of which will have serious impact and may jeopardize the operations of the OCFO and the Lab.
Uses professional concepts and advanced technical skills in recommending and developing innovative business system solutions to complex business needs to achieve the OCFO and Laboratory’s goals in creative and effective ways.
Provides leadership to the Business Systems Group (BSG) consisting of Business Systems/Business Intelligence/Reporting Analysts responsible for delivering business systems solutions including financial information dissemination BI/reporting tools that address data, information and analytical needs of the Laboratory.
Supervises two BSG team members by establishing direction, developing and managing resource allocation and work plans in accordance with overall OCFO priorities coordinating with IT Business Systems and IT Data Warehousing Managers as needed. Establishes operational objectives, schedules and work plans and delegates assignments to staff, and assures adherence and performance requirements.
Consistent with the OCFO Business Process and Systems Governance model, it serves as the business process ‘owner’ for those business processes assigned to BSG. Assure that the BSG unit partners with other OCFO business process owners (functional units) to implement and support systems needed to effectively execute all OCFO business processes.
Develops and establishes plans, framework, and standards/procedures to ensure efficient and effective systems integration, implementation and maintenance. Uses independent judgment to establish project plans, allocate staff resources and accomplish project objectives.
Administers and executes policies, processes and procedures within the BSG.
Working closely with Deputy Controller, develops and implements organizational strategies (e.g. OCFO Business Systems strategy) and communication plans to ensure BSG services are customer focused, efficient and cost effective.
Builds and maintains effective and productive relationships with OCFO Senior Management, customers (e.g. OCFO and Lab wide Business Systems user community, SMEs, OFCO Managers) and IT partners.
As a manager and subject matter expert in Business systems tools, this position reviews, evaluates and makes recommendations on effective use of business systems tools and innovative approaches to achieving business objectives with latest technologies.
Formulates recommendations and solutions to complex problems involving the full spectrum of customer financial data analysis and reporting needs, business intelligence and reporting delivery options from a variety of data source systems, and the full range of data analysis sophistication.
Identifies, leads and implements process and system improvement projects.
Provides leadership and participation on various project teams as the Subject Matter Expert on the OCFO Business Systems. Evaluates and resolves complex project issues with working group members with differing perspectives, and identifies and escalates issues as appropriate.
What is Required:
A Bachelor’s degree in Accounting, Business, Computer Science, Engineering or related field and a minimum of 8 years of progressively complex and relevant experience out of which at least 4 years in a managerial or supervisory role business systems team Or An advanced degree in above referred fields and a minimum of 6 years progressively complex and relevant experience out of which at least 3 years in a managerial or supervisory role of complex computer or business systems teams.
Management experience leading the Business Systems teams such as mentoring and developing staff.
Leadership experience involving people, policies, procedures and technologies.
Experience managing large and complex PeopleSoft ERP Financial Systems and Data Warehousing/Reporting implementation projects, upgrades, enhancements and related operations.
Ability to foster positive and productive work relationships and resolve technical and personal conflicts with diplomacy and tact.
Ability to establish and maintain strong and effective working relationships with a broad cross-section of senior management and managerial personnel and customers.
Advanced leadership skills.
Leading cross-functional teams, tracking assignments and providing progress updates to senior management and key stakeholders.
Advanced knowledge in project management methodologies including the ability to organize, prioritize and manage multiple projects simultaneously.
Advanced analytical and problem-solving skills and experience in resolving problems of diverse complexity and scope related to Financial and Supply Chain Business Systems and related Reporting processes having institution-wide impact, with the ability to summarize and communicate results and recommendations to senior management.
Strong communication skills, both verbal and written.
Expertise in utilizing interpersonal skills to effectively explain, negotiate, persuade and build consensus among diverse stakeholders.
Expertise in independently creating detailed and readily understood briefings, presentations and proposals.
Knowledge in PeopleSoft Query, SQL and Cognos or similar advanced tools.
Desired Qualifications:
Experience working for a large, Federal direct- and grant-funded research organization.
Experience in Accounting and Budgeting.
Knowledge of DOE, M&O contractor and UC business requirements.
Knowledge of financial and accounting principles and processes.
Professional certification or advanced education in Project Management or Management Information Systems.
Notes:
This is a full-time career appointment, exempt (monthly paid) from overtime pays.
This position is expected to pay $164,616- $205,776, which fits within the full salary range of $164,616-$277,800. Salary for this position will be commensurate with the final candidate’s qualification and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.
