Compliance Governance & Strategy Leader
This is a senior management role that supports the Payments and Marketplaces Compliance Program and reports to the Chief Compliance Officer/BSA Officer of eBay’s US Payments entity! This role will define the long-term plan and lead the teams responsible for:
Compliance data monitoring strategy and oversight,
Compliance risk assessments and NYS DFS 504 model validations,
Compliance testing program, and issue remediation,
Compliance training, and
Audit/examination documentation requests, remediation plans and updates to eBay senior management!
What You will Accomplish :
Develop a transformative and data driven compliance monitoring strategy to near real time identify compliance risks, exceptions, and issues
Define a multi-year strategy to expand the eBay compliance program including into international subsidiaries
Guide the business to identify and understand compliance risk exposures and partner with Product & Engineering partners to build the controls needed
Maintain BSA/AML/OFAC policy management activities
Define and measure monthly metrics for key performance indicators (KPIs) and key risk indicators (KRIs) and assist in the preparation of Committee and Board reporting
Lead as primary liaison between Compliance, Internal Audit, and State and Federal regulators for BSA Audit and Examination request items and follow-up items as well as tracking for completion of remediation action plans
Use subject matter expertise to make recommendations to senior management to address gaps, policy/procedure changes, regulatory changes, etc.
Partner with business unit in conducting compliance control testing
Coordinate internal resources and vital parties/vendors for execution of projects
Develop detailed project plans to supervise progress
Ensure projects are delivered timely, within scope and within budget
What You Will Bring :
6+ years in senior compliance management in fin-tech, a start-up, technology, or emerging financial services sector, and greater than 12+ years in their compliance career
Proven understanding and experience with BSA laws, regulations and related compliance requirements (including reporting and record retention requirements), international AML/CFT standards such as those promulgated by the Financial Action Task Force, OFAC compliance
Significant experience communicating requirements to product and engineering partners
Strong track record of driving timely and effective issue resolution
Ability to make presentations to c-suite.
Strong ability to derive insights and be able to articulate sophisticated ideas concisely
Experience driving analytics initiatives
Master's degree in business or related field, or law degree is preferred
Anti-Money Laundering Specialist, Financial Crimes Specialist, Certified Fraud Examiner is a plus
Ability to succeed in a fast paced, and dynamic environment, within time-critical situations

Strong interpersonal, analytical, problem solving, influencing, and organizational skills
Strong oral and written communication skills and ability to interact with other business teams
