GDIT has an opening for a Data Architect/Project Manager supporting the Army National Guard (ARNG) in Falls Church and Arlington, VA. This is an IT Service Management contract in support of the operation, modernization, expansion, and further evolution of the ARNG’s global Information Technology (IT) services including networking, compute, storage, infrastructure, applications, hosting, and program management services. The GECOS program supports the ARNG enterprise IT infrastructure, its Wide Area Network (WAN), authentication and directory services, cybersecurity, application hosting, and associated services. GECOS uses ITIL best practices framework as the basis for IT Service Management (ITSM) model.

To be successful in this position you need to be collaborative and willing to work within a team. While you will need to be a self-starter completing tasks on your own, working together is critical in this role. You will be interfacing with the client and senior staff. Therefore, you should be articulate in your communications because your opinion matters. You will need to explain technical intricacies in a way that is easily understood.

How a Data Architect/Project Manager Will Make An Impact:

Collaborate with ARNG Department Heads, development teams, business users, and IT operations to determine data storage and organizational needs to create and maintain data infrastructure for the Directorate, Offices of Primary Responsibility (OPRs), the National Guard Bureau (NGB) and the 54 States and Territories.

Develop and implement security policies and procedures and systems and services to protect data and applications.

Assist in identifying ARNG Enterprise internal and external data sources.

Determine requirements and identify installation solutions for new databases.

Monitor system performance and identify areas for improvement in current systems.

Design modeling tools, spreadsheets, status dashboards, flowcharts, and other types of presentations and/or tools.

Coordinate with other team members to reach project milestones and deadlines.

Audit databases regularly to maintain quality.

Ability to analyze and present statistical information.

Create and maintain documentation, to include manuals, training materials, technical specifications, design reports, etc.

Lead end-to-end projects, including project planning, resource allocation, and risk management.

Required Experience:

Data Management and Visualization software and tools: examples include matplotlib, ggplot, d3.js., Tableau, etc.

Machine learning methods: examples include k-Nearest Neighbors, Naive Bayes, SVM, Decision Forests, etc.

Familiarity with SharePoint, MS Teams, Azure, and other Microsoft technologies.

Proficiency in handling imperfections in data.

Proven experience in project management.

Experience operating in a DOD IT environment.

Excellent communication skills, with the ability to effectively engage and influence stakeholders at all levels of the organization.

Strong problem-solving skills and attention to detail, with a focus on delivering high-quality results within project timelines and budget constraints.

Able to communicate technical concepts clearly and professionally to both technical and non-technical parties, including the customer.

Solid oral and written communications skills.

Ability to work in a team environment.

Strong customer service orientation.

Solid organizational skills, including attention to detail and ability to multi-task.

Desired Experience:

Knowledge of Power Platform architecture and best practices.

Administering, configuring, and customizing Power Platform, including PowerApps, Power Automate, Power BI, and related components.

Knowledge of Vantage platform and Gabriel Nimbus system.

Proficient in Microsoft Project, demonstrating the ability to effectively create, manage, and update project schedules, allocate resources, and track progress to ensure successful completion of projects.

WHAT YOU’LL NEED:Education/Equivalent Training Required:

Bachelor’s degree in computer science, Information Technology, Engineering or relevant field.

Years Of Relevant Experience:

Minimum of 5+ years of relevant experience or 10+ years of relevant federal Data Architect, Database Administrator, Data Manager, and/or Data Scientist experience.

Unique/Additional Requirements:

Superb technical, communication, personnel management, leadership, and customer management skills; strong ability to multi-task, problem solve, delegate, empower others, and supervise work to completion; attention to detail and ability to work in a fast-paced environment.

Certification Requirements:

Must possess the appropriate baseline certification(s) to achieve DoD 8570.01-M Information Assurance Technical (IAT) Level II (i.e., Security+ CE, GSEC or equivalent/above) no later than 6 months of start date.

Will need to obtain additional computing environment certification within six-months of start date. (i.e., PMP or equivalent/above).

Clearance Requirements:

Must have a minimum of an active Secret clearance at time of interview and candidate must maintain active clearance.

Work Location:

Fairview Park, Falls Church, VA, and the Temple Army National Guard Readiness Center (TARC), Arlington, VA.

Three (3) days onsite with up to two (2) days telework. Onboarding/transition in period requires on-site support up to 60 days. GECOS work schedules are subject to change on direction by mission requirements from GDIT or USG leadership.

Travel:

Less than 10%.

The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
