The Project Manager, Forward Planning will be the liaison between KB Home and Governmental Agencies during the entitlement process as well as all departments in the Divisions. The position will be responsible for managing and processing all development plans for new communities. This position works alongside the Land Acquisition Team to meet the Divisions business strategies. The Project Manager, Forward Planning will manage several projects which encompass varying levels of intense complexity.Essential Duties And Responsibilities

Land Acquisition

Manage the feasibility of new land acquisitionsCreate budgets (project fee, consultant, development, and house line lot construction) and detailed project schedulesComplete risk analysis, title review and a preliminary product analysisNegotiate with land sellers on cost to complete and deal termsProject Management

Tract acceptance, bond exoneration, payment of reimbursable items, and release of letters of credit.Manage various consultants, off-site development contractors, and lot related house line contractors on:Handle contract negotiationsFormulate scope-of-work master schedulesCreate and maintain budgetsManage meetings, reports, and expectations as required for KB Home senior management.Ensure project files are organized and audit readyInternal Coordination

Provide community development support to marketing, construction, sales and customer service:Assist marketing with sales/model complex signage and city sign permits.Providing all plans and support to construction with city approvals.Provide sales with long & short form disclosures, support documentation, plans, disclosures, and reports as required by FTC consent decree.Provide support for construction with public agencies, inspectors, consultants, and contractorsAct as a Community Team Liaison.Improvement Plans (in-tract and off-tract)

Manage the approval process for the following:Landscape Plans (model, production, parks, and other public amenities)Architectural and Structural PlansSWPPP and/or WQMP Plans (including all filings of NOI, NOT)Plot Plans, Precise Grading Plans, and Phasing Plans.Encroachment Permits, Environmental Permits, Building PermitsAgency Agreements (Affordable Housing, Subdivision Improvement, Development, Reimbursement)Lot-line adjustments, Right-of-Way (ROW) Acquisitions, Easements, Land DedicationsForm and fund Community Facilities Districts, Assessment DistrictsLand Development/HOA Management

Solicit bids and award contracts based on company policies for land development improvements (i.e. rough grading, sewer, water, storm drain, streets).Facilitate field revisions and change orders during construction.Manage New Community Home Owners Associations (HOAs) including:Selection and management of Association Management FirmsAttend meetings as a serving board member/directorAct as KB Home’s liaison with HOAEducation/Experience/Minimum Requirements

Education/Certifications/Licenses

Bachelor’s Degree required (Civil Engineering, Urban Planning, Architecture, Construction Management or similar discipline)Experience

4+ years of Forward Planning, Civil Engineering, Urban Planning, Landscape Architecture or similar experience requiredPrior homebuilding experience required2+ years of prior Government and/or Municipal Coordination/Negotiation experience requiredKnowledge, Skills & Abilities

Proven ability to manage multiple priorities in efficient and accurate mannerSolid understanding of Civil Engineering PrinciplesA complete understanding of fundamental Real Estate and Urban planning conceptsConsistently shows attention to detailExceptional communication skills both written and verbalProven ability to multi-task and complete tasks within a scheduled timeframeIntermediate computer skills are a necessity (Excel, Microsoft Project)Compensation And Benefits
