Houston, TX, United StatesPOSITION OVERVIEWThe Delivery Senior Specialist will work in lockstep with key business stakeholders within Operations and Engineering & Construction (E&C), SCM and suppliers to support successful execution and completion of new capital projects, ventures and expansions, within approved budget and in alignment with agreed timelines.The Delivery Senior Specialist will serve as key engagement point with SCM and stakeholders, and will be responsible for procurement of materials and services needed for Cheniere’s operations and projects. The position reports to the Distribution and Inventory Manager. The Delivery Senior Specialist also will support and collaborate with other SCM teams in execution of category strategies, spare/capital parts development and acquisition, technical reviews, special projects and support for the design, execution, implementation and sustainability of SCM strategic projects and opportunities.KNOWLEDGEIn-depth knowledge of all processes and capabilities to manage the end-to-end procure to pay (P2P), typical contract provisions, compensation structure and legal terms.Purchasing experience with construction, maintenance and operation of LNG Terminal Operations or Oil and Gas company with strong negotiation skills.Understanding of plant operations and maintenance planning.RESPONSIBILITIES AND ESSENTIAL DUTIESThe Delivery Senior Specialist is responsible, but not limited to:Accountable for the execution of purchasing processes in alignment with internal policies and procedures to ensure delivery of business plans and category strategies.Identify, negotiate and establish/execute Contract Purchase Agreements (CPA’s) and Blanket Purchase Agreements (BPA’s) as appropriate and needed for operations and capital projects.Execute purchasing process to establish transactional purchases against established agreements.Supporting the identification of vendors in order to secure quality materials at optimum cost for the Company.Work closely with logistics to monitor the expediting of delivery dates for critical materials, consumables and equipment needed for Operations and capital projects.Responsible for the implementation and sustain of the transaction reduction projects and opportunities to optimize resources and build efficiencies into the purchasing process.Develop, evaluate and award Request for Proposals/Quotes (RFP/RFQ) from suppliers.Work closely with key stakeholders to ensure project deliverables are met, and effectively interface with legal, accounting and risk management, as well as suppliers and contractors externally.Support and deliver robust cost management and minimizes business risks.Execute processes following compliance policies, procedures and standards.Stakeholder ManagementRoutinely communicates with integrity across business stakeholders to align the intent of the business needs with service delivery commitments.Coordinates/leads business specific interests while leveraging Cheniere’s scope and scale.Act as the primary purchasing interface for Operations and E&C categories under his/her responsibility.Support/assist cross-team workload balancing to assure SCM services are delivered with quality and timely response.Owns the supplier relationships and collaborate with the sites to provide thought leadership and way-of-working that drive purchasing best practices.Support contract owners to gather performance feedback for effective contractor management.Spare Parts Philosophy and Inventory Strategy ImplementationProvide input and leads the development of comprehensive spare parts and inventory strategies.Ensure competitive bidding with incumbents, are compliant with spare parts philosophy, inventory strategies, SCM policies and procedures, and local laws/regulations.Sourcing, Contracting, and ExecutionResponsible for bid packages development, evaluation, and documentation.Maintains an awareness of supplier lead times to ensure supply of materials, equipment, and services to meet current and future schedule needs.Ensures that contractual records and documentation such as receipt and control of all agreement and purchase order correspondence, customer contact information sheets, contractual changes, status reports, and other documents for all projects are maintained, logged and protected into the appropriate systems.QUALIFICATIONS (EDUCATION, EXPERIENCE AND SKILLS)Education and Certifications:Bachelor’s degree in SCM, Accounting, Engineering, or related business preferred.Experience:Minimum of five (5) years experience in purchasing, preferably within operations in the LNG or oil and gas industry. Experience in critical/spare parts identification, technical review and purchasing preferable.Skills:Ability to work self-directed, independently and with a proactive approach.Exceptional problem-solving. Ability to collect, analyze and interpret data, identify issues/opportunities, recommend and implement solutions.Outstanding written, verbal and interpersonal communication skills. Ability to work with cross-functional teams and build relationships to achieve results.Detailed oriented, organized, and able to complete multiple activities and programs timely and with a high degree of accuracy.Computer savvy, including but not limited to: Oracle, Maximo, and Microsoft Office.DIRECT REPORTSFREEDOM TO ACTRequires minimum supervision/guidance.
