Kennedy Space Center (KSC).

Location:

This position is Full-Time Office Project - No Telework is allowed. The position is based in Cape Canaveral, Florida, no per diem is being offered.

Project Overview:This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).

Education and Experience Requirements:

U.S. Citizen RequiredB.S. Degree in related field plus 6 years of experience; or 12 years of related experience in lieu of a degreeProficiency in all phases of procurementProficiency and experience in the formation and administration of purchase ordersExperience with procurements for Government projectsSkill in working effectively with suppliers, bidder prequalification, preparation of bidders lists and compilation of bid requestsKnowledge of Uniform Commercial Code or applicable commercial legislationKnowledge of negotiation of contracted terms and conciliation, and award of commitmentsProficiency in administration of commitments, monitoring supplier performance, back charge procedures and the resolution of claims and disputesKnowledge of international commercial conditions of buying as well as international suppliersSkilled in working with and communicating effectively both orally and in writing with other project functional groups, primarily Engineering, Construction, Project ManagementMaterials management, expediting and purchasingBPS experience with an understanding of stock codes and various construction materialsPossess a good understanding of material types, electrical, piping, mechanical and instrumentation

Major Responsibilities:

By reviewing the prime contract requirements, develops and prepares project master purchases pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents for project commitmentsPrepares, maintains, and monitors project bidder's lists, ensuring input is received from all procurement functions and other operational groupsForms, issues, and administers purchase ordersParticipates in the negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor

Job Summary:Reports to and receives operational direction from Procurement Management. Receives functional guidance form the global business unit Purchasing Manager. Provides supervision, training, and guidance to other purchasing personnel. Maintains working relationships with project Procurement personnel and other project discipline supervisors in order to perform assigned duties. Maintains contacts with global business unit Procurement personnel, including functional supervisors, and other Procurement supervisors of Expediting, Supplier Quality, Traffic & Logistics, and Field Procurement to coordinate the project Purchasing operations and to maintain an awareness of the performance and operating problems of contractors on other Bechtel jobs. Coordinate the development of problem resolutions, of claims settlements, and other contractual matters. Maintains contacts with corporate service departments such as Finance and Project Controls. Maintains contacts with client personnel as authorized and or directed by the Project Procurement.
