Preference will be given to Alaska residents and all GHS employees must obtain an Alaska driver's license or ID card within 30 days of hire.Position Description:Under the direct supervision of the Finance and Administration Director, the Human Resources Specialist is responsible for recruitment, screening, and placement of new employees at GHS. The HR Specialist guides staff through all human resources procedures and plays a significant role in staff training and development, employee relations, and ensuring timely and accurate compensation and benefits for all GHS employees.

Starting Wage:

$60,856 - $85,199 DOE

ILLUSTRATIVE TASKS:

Performs Human Resources duties, including but not limited to:

Annual compliance tracking for funding and accreditation requirements.Guide and refine the agency’s recruitment process, including generating job descriptions, posting advertisements, and supporting hiring supervisors and candidates through the staffing process from application tracking through onboarding and new-hire training.Completes onboarding for all new employees including benefits enrollment, processing required pre-employment activities, and introducing new hires to the mission, core values and culture at GHS.Personnel file maintenance, including transitioning all HR records to online/digital completion and storage.Employee benefit reconciliations and processing.Completes worker’s compensation claims and assists staff with related incident reports.Maintains compliance with current internal policies and Federal/State Human Resource laws and requirements.Provides training and oversight for all HR-related policies, procedures, and updates.Helps leadership review and renew the agency’s benefit plans and insurance policies.Administrative duties, including timely upkeep of employee records (attendance, DOL, OSHA, EEO data, etc.).Leads staff appreciation activities.

Maintains the agency’s learning management system(s) for employee training and tracks all staff training, evaluations, certifications, and licenses.

Ensures that courses meet current grant, contract and accreditation requirements, assigns required training to new employees, and generates monthly completion reports for current staff.Helps the Behavioral Health and Residential Program Coordinators enroll clinical staff for behavioral health provider certifications and track all applications and renewals.Notifies employees and supervisors 6 months before professional licenses and certificates are due to expire.Notifies supervisors when employee performance evaluations are due and helps ensure timely completion.Coordinates and tracks 1st Aid/CPR/AED training and renewals.Renews employee background checks and driving records according to current contract and accreditation requirements.

Helps program supervisors and GHS leadership address employee issues including interpersonal challenges, performance concerns, and professional development goals.

Suggests the use of Performance Improvement Plans and helps coordinate referrals to the agency’s Employee Assistance Program as appropriate.Helps ensure timely documentation of all employee feedback and performance issues and uploads records to personnel files.

Experience and proficiency in Human Resources functions and procedures including payroll and benefits, recruitment, training, and employee development.Commitment to staying current on the understanding of labor laws and disciplinary procedures.Ability to help develop, implement, review, and update all HR department initiatives, policies, procedures, and systems.Ability to oversee disciplinary and grievance issues in a caring, professional manner while maintaining employee confidentiality.Proficient in Microsoft Office, knowledge of HRMS is a plus.Exceptional organizational and time-management skills.Outstanding communication and interpersonal skills.Aptitude for critical thinking, problem-solving, and decision making.Strength of character including strong professional boundaries, ethics, integrity, and reliability.MINIMUM QUALIFICATIONS

A bachelor’s degree in business administration or a relevant field.ORAn associate degree in business administration or a relevant field and successful work experience in human resources, administration or similar functions equaling two years may substitute for the bachelor’s degree.ORAny combination of post-secondary education and/or experience in Human Resources, Business Administration, or a related field equaling four years may substitute for the bachelor’s degree.HR-related certifications preferred but not required.Must pass the Alaska Department of Corrections and Department of Health criminal background checks and pre-employment urinalysis.Must have a current, valid Alaska driver’s license and be insurable by GHS’ auto insurance provider.At-Will Employment Policy Statement:
